Award of Bid for the Poway Water Treatment Plant Filter Rehabilitation Project

ABSTRACT
The Lester J. Berglund Water Treatment Plant utilizes eight conventional filters as part of the
treatment process. In recent months, four of the eight filters have experienced reduced performance
as a result of filter under-drain blockages. Reduced filter performance could impact treated water
production during periods of high demand. An agreement was reached with the filter under-drain
manufacturer whereby they would provide gravel product and the City would "rehabilitate" the filters to
a gravel under-drain system. At the time this report was prepared, bids were not received and opened
for the Filter Rehabilitation Project. Bid opening is scheduled for April 27 , 2005. The contract time for
this project is 30 working days. The Engineer's estimate for this project is $56,000 to $73,000.
ENVIRONMENTAL REVIEW
This project is not subject to CEQA review.
FISCAL IMPACT
The Fiscal Impact will be provided upon bid opening, and will be included, along with the Findings, in
an Additional Material Agenda Report prior to the May 3, 2005 meeting date. Sufficient funds are
available in fiscal year 2004/2005, Account 510-0402-4120 for the Engineer's estimate.
ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE
A copy of the Additional Material Agenda Report will be mailed to the lowest responsible bidder.
RECOMMENDATION
It is recommended that the City Council award the bid for the Filter Rehabilitation Project to the lowest
responsible bidder.

BACKGROUND
The Lester J. Berglund Water Treatment Plant (WTP) is a conventional filter treatment
plant capable of processing 24 million gallons a day of treated water. The WTP utilizes
eight conventional filters as part of the treatment process. In recent months, four of the
eight filters have experienced reduced performance as a result of filter under-drain
blockages. Reduced filter performance could impact treated water production during
periods of high demand. An agreement was reached with the filter under-drain
manufacturer whereby they would provide the gravel product and the City would
contract to "rehabilitate" the filters to a gravel under-drain system.
At the time this report was prepared, bids were not yet received and opened for the
Lester J. Berglund Water Treatment Plant Filter Rehabilitation Project. Bid opening is
scheduled for 3:30 p.m. on Wednesday, April 27, 2005. The contract time for this
project is thirty (30) working days. The preliminary engineer's estimate for this project is
$56,000 to $73,000.
FINDINGS
Findings will be provided upon bid opening and will be included in an Additional Material
Agenda Report prior to the May 3, 2005 meeting date.

On April 27, 2005, bids were opened for the Filter Rehabilitation project, located at the
Lester J. Berglund Water Treatment Plant. The Engineer's estimate for this project is

FINDINGS
On April 27, 2005, bids were opened for the Filter Rehabilitation project. One bid for the
project was received and came in over the Engineer's estimate. Staff is recommending the
removal of this item to review the budget status and options.
