SUBJECT: Resolution Initiating General Plan Amendment (GPA) 05-03
ABSTRACT
On March 3, 2005, the City Council directed staff to formally initiate a General Plan amendment to
allow additional grading when associated with reducing the maximum driveway and road grade
requirement from 25% to 20%. The grade reduction was one of a series of proposals to improve fire
safety throughout the City. Approval of the attached resolution initiates the General Plan amendment
process.
ENVIRONMENTAL REVIEW
The initiation of a General Plan Amendment is not subject to the requirements of the California
Environmental Quality Act (CEQA).
FISCAL IMPACT
None.
ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE
None.
RECOMMENDATION
It is recommended that the City Council adopt the attached proposed Resolution initiating GPA 05-03.

SUBJECT: Resolution Initiating General Plan Amendment (GPA) 05-03
Amending the Community Development Element of the General
Plan; A City-Initiated request to permit grading in excess of that
currently allowed by the General Plan when driveway or road slopes
cannot comply with the City's 20% slope requirement.
BACKGROUND
On March 3, 2005, the City Council directed staff to formally initiate a General Plan
amendment to allow additional grading when associated with a reduction of the maximum
driveway and road grade from 25% to 20%.
The Community Development Element of the General Plan contains policies and strategies
relating to land use development, including policies and strategies specifically regarding
subdivision, site design, and hillside development, which are the subjects of this proposed
amendment. This General Plan Amendment is necessitated by the City's desire not to
penalize a prospective property owner by reducing the size of the building pad to
compensate for the additional grading required to comply with the new 20% road and
driveway standard.
FINDINGS
The amount of extra grading permitted would be limited only to the amount needed to
construct a less steep road or driveway to a 20% grade. It does not provide the homeowner
any additional pad grading. Based on examples identified in the March 3, 2005,
staff report, the estimated additional quantities could range from 3,600 to 11,200 square feet.
ENVIRONMENTAL REVIEW
The initiation of a General Plan Amendment is not subject to the requirements of the
California Environmental Quality Act (CEQA).

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
INITIATING GENERAL PLAN AMENDMENT 05-03
WHEREAS, the City Council of the City of Poway recognizes that the need may
arise to amend the City's General Plan; and
WHEREAS, Section 65350, et seq., of the California Government Code describes
the procedures for amending General Plans; and
WHEREAS, Section 17.46.020B of the Poway Municipal Code provides that any
change to City regulations may be initiated by Resolution of the City Council.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway
as follows:
Section 1: The City Council does hereby initiate General Plan Amendment 05-03 to amend
the Community Design Element of the General Plan regarding the City's ability to approve
grading plans that exceed the maximum graded area permitted by the General Plan, based
on the size and slope for the parcel, to achieve the maximum 20% driveway and road slope
requirement.
PASSED, ADOPTED and APPROVED by the City Council of the City of Poway,
State of California, this 10th day of May 2005.
