ABSTRACT
The staffing plan in the City Manager's Office is periodically reviewed for appropriateness. This report
recommends the addition of the Assistant to the City Manager position, and removes the current
classification of Senior Management Analyst.

Appropriate $1,320 from the General Fund's Undesignated fund balance to accounts: 0013-1100

RECOMMENDATION
It is recommended that the City Council appropriate the funds and add the Assistant to the City
Manager position.

BACKGROUND
The staffing plan in the City Manager's Office is periodically reviewed for appropriateness. This
report recommends the addition of the Assistant to the City Manager position, and removes the
current classification of Senior Management Analyst.
FINDINGS
In addition to the City Manager and Assistant City Manager, a Senior Management Analyst and
Management Assistant provide staff support to the City Council. Based on the expected level of
independent action and complex administrative duties being asked of the Senior Management
Analyst, the classification of Assistant to the City Manager would be the appropriate classification.
The revised classification includes significant responsibility to perform a variety of advanced
professional, analytical, and technical administrative duties, with minimal instruction.
Kristen Mignone Crane, Senior Management Analyst, in the City Manager's Office has performed
the duties of the position with distinction, and it would be appropriate to promote her to the next
professional classification of Assistant to the City Manager. This would result in a change in the rate
of compensation from Range 69 ($5,167 to $6,280 per month) to Range 75 ($5,991 to $7,282 per
month). The position will be a Group 2A for benefit purposes, including a mileage allowance of$200
per month, and cell phone allowance of $50 per month.
