Re: 6. Adoption of Resolution No. _ entitled "A Resolution of the
City Council of the City of Poway, California, Authorizing the
Submittal of a Grant Application to the California Department of Water
Resources for the Urnan Streams Restoration Program."

City Councilmembers,
During my first reading of this grant application, I discovered that
the city needed a community group as a partner. The city has selected
the tree committee as a partner. The tree committee is hardly a
community group. The 3 members are appointed by the council. They can
also be removed by the council if the council is not happy with any of
their actions. The could not really be an independent community voice
if they were subject to dismissal by the council. In fact, I recall
one historic incidence when a staff member dismissed an entire
committee. I would also like to note that one of the 3 members of the
tree committee wort<s as a contractor for the city doing related work.
This may be viewed as a conflict of interest and imperil the grant.
I urge the council to join an Independent community group for this
grant.
