Bowersox, City Mana ` .� INITIATED BY: Niall Fritz, Director of Development Services DATE: February 15, 2005 SUBJECT: Consolidation of Old Poway Park Capital Improvement Projects Under a Project Manager and Addition of an Associate Engineer for the Capital Improvements Division ABSTRACT With the adoption of the Old Poway Park Master Plan, several capital improvement projects for the area have commenced. The complexity and interrelated nature of the projects have created a need for a single project manager to oversee the entire Master Plan. A staff member currently working in the Capital Improvements Division has been selected to act as the project managerforthe Old Poway Park area. To accommodate the workload in the Capital Improvements Division, an additional Associate Engineer position needs to be created to maintain staffing levels on current projects. ENVIRONMENTAL REVIEW This proposed project is not subject to CEQA review. FISCAL IMPACT The major cost of the project manager for the Old Poway Park Capital Improvement projects will be reimbursed from the various projects. Appropriate $22,000 from the General Fund Unappropriated Fund Balance to Division 0304 Capital Improvements forthe requested additional Associate Engineer position through the end of fiscal year 04/05. ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE None. RECOMMENDATION It is recommended that the City Council approve the creation of the additional Associate Engineer position in the Capital Improvements Division (0304), approve the concept of the project manager position to coordinate projects in the Old Poway Park area, and appropriate$22,000 to Division 0304. With the adoption of the plan, several capital improvement projects for the area have commenced, including the Fine Arts Education Center,the Train Depot, and Midland Road improvements. Since then Community Services, Redevelopment Services, and Development Services have been working on various projects to implement the major components of the Master Plan. FINDINGS Although each department currently is responsible for the design and construction of its assigned projects, the complexity and interrelated nature of the projects in the Old Poway Park Master Plan has created a greater need for coordination and integration. Because design decisions or construction changes on any project may have impacts on the design, costs, or scheduling of other projects in the area, it has become necessary to create a single project managerto oversee the entire Master Plan. This project managerwould act as an "owner's representative"to maintain the City's vision for Old Poway Park and ensure that the City's needs are met at each stage of development. Once the core projects in the Old Poway Park area (Fine Arts Education Center, Train Depot, and Midland Road improvements)are completed, there are many more projects scheduled forthe immediate area that will require the same project management approach. These include: • A cafe • A sit-down restaurant 2 of 3 February 15, 2005 Item # �• I � � Agenda Report February 15, 2005 Page 2 • Brighton affordable housing development • Improvements to Temple Street and driveways near the Hamburger Factory • A new parking lot northeast of Temple Street and improvements to the present parking lot southwest of Temple Street where the Farmer's Market now occurs • The undergrounding of power lines along Midland Road and the extension of utilities to serve the new facilities To accomplish the coordination of these projects, a staff inember currently working in the Capital Improvements Division has been selected to act as the project managerforthe Old Poway Park area. In order to accommodate the workload in the Capital Improvements Division, an additional Associate Engineer position needs to be created to maintain staffing levels on current projects at a cost of$22,000 for salary and equipment for the balance of fiscal year 04/05. The position of project manager overseeing the Old Poway Park area will be funded primarily through the CIP projects for the area. Because the City often has to hire contractors for project management purposes, the cost to the projects will remain approximately the same.
