Presentation by the San Diego County Water Authority ( SDCWA) Regarding the
Development of a Regional Seawater Desalinization Facility for San Diego County. Ken
Weinberg, Director of Water Resources with the SDCWA gave a PowerPoint presentation.

(a) Ordinance No. 619 — Second Reading, entitled: "An Ordinance of the City of
Poway, California, Approving Zone Change (ZC) 05 -01 to Change the Zoning
Designation of an Approximate 0.2 -Acre Portion of the Site Located at the
Southwest Corner of Community Road and Hilleary Place from Commercial Office
to Residential Apartment. APNS: 317 - 101 -25 and 26."
(b) Ordinance No. 620 — Second Reading, entitled: "An Ordinance of the City of
Poway, California, Approving Specific Plan (SP) 05 -01 for an Affordable Housing
project Located at the Southwest Corner of Community Road and Hilleary Place
from Commercial Office to Residential Apartment. APNS: 317 - 101 -24 and 25.

(c) Environmental Assessment/Mitigated Negative Declaration, General Plan
Amendment (GPA) 05-01 and Development Review (DR) 05 -05. A request for
approval and amend the Land Use Element of the Poway General Plan changing
the land use designation on an approximate 0.2 -acre portion of the subject site that
is currently designated Commercial Office (CO) to Residential Apartment (RA); and
the construction of a 56 -unit affordable apartment project at the southwest corner of
Community Road and Hilleary Place. APNS: 317 - 101 -24, 25, 26 and 27.
(d) Development Review (DR) 05 -06 and Variance (VAR) 05 -01. A Request for
approval to construct an approximate 2,100- square -foot office building and a
variance to allow a portion of the building to encroach up to 3 feet into the required
front yard setback at the southwest corner of Community Road and Hilleary Place.

CITY MANAGER'S RECOMMENDATION: Take public input; waive further reading
(unanimous vote) adopt Ordinances 619 and 620 and adopt the two Planning
Resolutions approving GPA 05 -01 /DR 05 -05 and DR 05- 061VAR 05 -01, as
conditioned.
CITY COUNCIL ACTION: Motion by Deputy Mayor Emery, seconded by
Councilmember Rexford, to close the public hearing, and adopt Ordinance No. 619
and Ordinance No. 620. Motion carried 5 -0. Motion by Deputy Mayor Emery,
seconded by Councilmember Rexford to adopt Planning Resolution Nos. P -05 -37
and P- 0538. Motion carried 5 -0.
PUBLIC HEARINGS
2. Conditional Use Permit 96 -09M, Meridian Telecom Inc. (for Verizon), Applicant: An
update to the conditions of approval for an existing telecommunications facility on
the Pomerado Water Tank. The subject property is located at 12700 Sagecrest
Drive, in the Planned Community (PC) zone. APN: 314 - 371 -21. (0210 -30)
CITY MANAGER'S RECOMMENDATION: Take public input; close public hearing;
adopt Planning Resolution approving with conditions.
CITY COUNCIL ACTION: Motion by Deputy Mayor Emery, seconded by
Councilmember Rexford, to close the public hearing and adopt Planning Resolution
No. P- 05 -39. Motion carried 5 -0.
3. Conditional Use Permit 05 -02, Delta Groups Engineering (for Verizon), Applicant: A
request to allow the installation of a telecommunications facility consisting of 9
antennas mounted on poles on a developed residential property located 0210 301
Cobblestone Creek Road. APNs: 316- 063 -02 and 05. ( )

CITY COUNCIL ACTION: Motion by Deputy Mayor Emery, seconded by
Councilmember Higginson, to close the public hearing and adopt Planning
Resolution No. P- 05 -40. Motion carried 5 -0.
4. Approving Resolutions of the City Council of the City of Poway Approving the
Issuance of Housing Revenue Bonds, Issue of 2005 (Poway Royal Estates
Mobilehome Park Project), and Making Certain Determinations Thereto T( EFRA
Hearing); Sale of Poway Royal Estates Mobilehome Park, Authorization to Sell
Bonds, and Appropriation of Funds. APN: 317 - 471 -09, 14. (0440 -10)
CITY MANAGER'S RECOMMENDATION: Take public input; close the public
hearing; and remove this item from the Agenda.
CITY COUNCIL ACTION: Motion by Deputy Mayor Emery, seconded by
Councilmember Rexford, to close the public hearing and remove the item from the
agenda. Motion carried 5 -0.
5. Conditional Use Permit 91- 08M(4) — Modification to CUP 91- 08M(4), Country
Montessori School, Applicant. A request to modify a condition of approval for the
existing Country Montessori School located at 12642 Monte Vista Road, within the
Commercial Office (CO) zone to allow the school an additional year to identify
funding sources to replace the temporary classrooms with permanent buildings.
APN: 275 - 460 -62.
CITY MANAGER'S RECOMMENDATION: Take public input; close public hearing;
adopt Resolution approving with conditions.
CITY COUNCIL ACTION: Motion by Councilmember Boyack, seconded by
Councilmember Rexford, to close the public hearing and adopt Planning Resolution
No. P- 05 -41. Motion carried 5 -0.

6. Quarterly Encampment Report —First Quarter 2005 (0750-10)
CITY MANAGER'S RECOMMENDATION: Receive and file report.
CITY COUNCIL ACTION: Received and filed the report. Councilmember Boyack
requested staff watch the area west of Meadowbrook School for possible
encampments.
7. Mosquito Vector & Disease Control Assessment by the County of San Diego Vector
Control Program.
CITY MANAGER'S RECOMMENDATION: Authorize City Manger to complete the
official ballots on behalf of the City of Poway /Poway Redevelopment Agency for the
parcels it owns in favor of the proposed assessment.

CITY COUNCIL ACTION: Motion by Deputy Mayor Emery, seconded by

MAYOR AND CITY COUNCIL - INITIATED ITEMS
15. Councilmember Rexford requested that a right -tum lane be considered at some
time in the future at the intersection of Community Road and Metate Lane; gave a
brief review of the ICS Conference and Contract Cities Conference she recently
attended.
17. A. Poway Bob's Restaurant Review
DEPUTY MAYOR'S RECOMMENDATION: Hear review.
CITY COUNCIL ACTION: Deputy Mayor Emery provided a review of Daphne's
Restaurant.
B. MTS Report: Opening of the Mission Valley East Line on July 8, 2005.

DEPUTY MAYOR'S RECOMMENDATION: Discuss.
CITY COUNCIL ACTION: Deputy Mayor Emery announced that the Green Line of
the Trolley would be opening on July 8, 2005 with free rides all day on July 9"'. This
line will make a loop from Santee to downtown San Diego making this a complete
system.
