Mann, Code Compliance Officer( Marc LeDrew, Code Compliance Officer ,N� DATE: May 31, 2005 SUBJECT: Quarterly Encampment Report — First Quarter 2005 BACKGROUND The procedure for abating encampments utilizes the public nuisance procedure incorporated in the Poway Municipal Code Section 8.72. This public nuisance procedure requires the property owner to abate the encampments and associated debris. If the property owner does not abate the nuisance, then the City performs the work. A $60 administrative fee is added to the actual cost of abatement, and the combined total is then placed on the property tax rolls. When an encampment is located, notices in Spanish and English are placed in several obvious locations advising the occupants that camping and fires are prohibited, and the camp will be removed. Inspections are conducted during the abatement process. The previous status report for illegal encampment activities for the fourth quarter 2004 (October 1 through December 31, 2005) identified two illegal encampments that were located on private properties. FINDINGS This report covers encampments for the period of January 1 through March 31, 2005. During this period, one small camp was reported by the Country Montessori School on Monte Vista. Bedding and clothing were found under a tree on an embankment south of the school on the east side of Pomerado Road at the Pomerado Medical Dental Center. The items were removed from the property.
