Clark, Director of Community Services FROM: DATE: June 7, 2005 SUBJECT: Dissolution of the Teen Issues Committee ABSTRACT The Poway Teen Recreation Club and the Poway Teen Issues Committee both work toward the same common goal of articulating teen needs and providing teen involvement with the Community. The Teen Issues Committee voted unanimously to dissolve the Teen Issues Committee and have members merge into the Board of the Teen Recreation Club. ENVIRONMENTAL REVIEW This item is not subject to CEQA review. FISCAL IMPACT None. ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE Teen Issues Committee and Poway Teen Recreation Club Board. RECOMMENDATION It is recommended that the City Council dissolve the Teen Issues Committee into the Poway Teen Recreation Club effective immediately. Clark, Director of Community Services Ja Greg Sundberg, Senior Recreation Supervisor /~_ INITIATED BY: DATE: June 7, 2005 SUBJECT: Dissolution of the Teen Issues Committee BACKGROUND On November 18, 1999, the City Council established the Council-appointed Teen Issues Committee to act in an advisory capacity to the City Council on matters affecting teens in the City. The nine-member committee is comprised of one Council member, four Poway Teen Recreation Club Board members, one student from Poway High School, one student from Abraxas High School, one student from Twin Peaks Middle School, and one student from Meadowbrook Middle School. The committee is charged with the responsibility to: 1) serve as a vehicle to articulate teen needs, 2) identify unmet needs and recommend methods to address those needs, 3) encourage teen involvement in volunteerism and the charitable needs of the community, and 4) lobby for supportive federal and state legislation. FINDINGS Since the inception of the Teen Issues Committee in 1999, changes in the Poway Teen Recreation Club structure and objectives lead to a significant level of redundancy in activities between the two bodies. The Poway Teen Recreation Club and the Teen Issues Committee both work toward the same common goal of articulating teen needs and providing teen involvement within the community. The Teen Issues Committee voted unanimously on March 9, 2005, to ask the City Council to dissolve the Teen Issues Committee and have members merge into the Board of the Teen Recreation Club. Important issues to be retained by the newly merged board would be 1) looking at the needs of what teens want in the community and 2) developing a process to express issues to the City Council through staff. This action will not only centralize the location for teen citizen input, it eliminates the overlap that exists between the Poway Teen Issues Committee and the Poway Teen Recreation Club, which will allow for greater efficacy in addressing issues that affect all teens in the city. To maximize public involvement, the meetings of the future Poway Teen Recreation Club will be advertised in the Po way Today newsletter, and will 2 of3 June 7, 2005 Item #~ Dissolution of Teen Issues Committee June 7, 2005 Page 2 meet on a regular basis in a public area of the Senior Center. Should any issues arise that are pertinent to the broader teen population in Poway, they will be brought to the City Council through the Poway Teen Recreation Club's relationship with City staff.
