Bowersox, City Manager � INITIATED BY: Jim Howell, Director of Public Work DATE: July 5, 2005 SUBJECT: Resolution Authorizing the Submittal of an Application by the City of Poway for Federal and State Disaster Relief Financial Assistance ABSTRACT The City of Poway incurred expenses of approximately$350,000 for emergency debris removal and repair work to damaged facilities and infrastructure during the 2005 winter storms. The Federal Emergency Management Agency (FEMA) will fund 75% of eligible emergency cleanup and repair costs associated with the rainstorms, and the State Office of Emergency Services (OES)will fund the remaining 25% non-federal portion of the eligible cost. An application for Public Assistance has been filed with the OES. The attached resolution authorizes the application and names the City Manager, Director of Public Works, and Director of Administrative Services as the authorized agents forthe City to execute the application and agreements required. ENVIRONMENTAL REVIEW This item is not subject to CEQA review. FISCAL IMPACT This action will allow the City to apply for FEMA reimbursement up to $350,00. ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE None. RECOMMENDATION It is recommended that the City Council adopt the attached Resolution authorizing the submittal of an application for federal and state disaster assistance, and name the City Manager, Director of Public Works, and Director of Administrative Services as its agents. On February 4, 2005 the Federal Emergency Management Agency (FEMA) made disaster funds available to help local governments in Southern California recover from the effects of severe rainstorms that struck between December 27, 2004 and January 11, 2005(DR-1577). On April 15, 2005 FEMA made more funds available to local governments that were further impacted by another round of storms that hit between February 16, 2005 and February 23, 2005 (DR-1585). FINDINGS FEMA will fund 75% of eligible emergency debris removal and repair costs associated with the 2005 rainstorms, and the State Office of Emergency Services (OES) will fund the remaining 25% non-federal portion of the eligible cost. Attachment 1: City Resolution 3 of 5 July 5, 2005, Item #_� RESOLUTION NO. 05 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA APPROVING THE SUBMITTAL OF AN APPLICATION FOR DISASTER RELIEF FINANCIAL ASSISTANCE UNDER PUBLIC LAW 93-288 AND/OR THE CALIFORNIA DISASTER ASSISTANCE ACT WHEREAS, the City of Poway has experienced significant damage to City assets and infrastructure as a result of a disaster; W HEREAS, Federal financial assistance under Public Law 93-288 as amended by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988, and/or State financial assistance under the California Disaster Assistance Act may be available to the City of Poway for municipal infrastructure recovery; and W HEREAS, the Federal Emergency Management Agency (FEMA) is coordinating the Public Assistance Program to provide grant assistance for the repair, replacement, or restoration of disaster-damaged publicly owned facilities; and W HEREAS,the City of Poway will file an application for assistance with the Office of Emergency Services of the State of California for the purpose of obtaining disaster assistance. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway as follows: Section 1. The City Manager, or the Director of Public Works, or the Director of Administrative Services is hereby authorized to execute for and in behalf of the City of Poway, a public entity established under the laws of the State of California, an application and to file it in the Office of Emergency Services for the purpose of obtaining certain federal financial assistance under Public Law 93-288 as amended by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988, and/or state financial assistance under the California Disaster Assistance Act.
