Mayor Cafagna presented the Certificate of Commendation to Anurag Kashyap — 2005 Scripps National Spelling Bee Champion and extended congratulations from the City Council and the City of Poway. (0710-40) CITY COUNCILMEMBER ANNOUNCEMENTS Deputy Mayor Emery gave a review of the Izumi Restaurant. Councilmember Boyack supported coordinating a Poway support system to assist Hurrican Katarina victims being brought to the San Diego region. Motion by Deputy Mayor Emery and seconded by Councilmember Boyack to approve the Consent Calendar as submitted. Motion carried 4- 0, with Councilmember Rexford absent. PUBLIC HEARINGS 2. Conditional Use Permit (CUP) 90-13M(4) and Development Review (DR) 05-08; Sunroad Enterprises, Applicant. A request to modify the existing Conditional Use Permit for Maderas Golf Club to allow continued use of temporary structures and a request for approval to construct a permanent events building on the site located at 17750 Old Coach Road, in the Planned Community zone. APN: 277-170-06. (0210-30) CITY MANAGER'S RECOMMENDATION: Take public input; close the public hearing; adopt Planning Resolution approving with conditions. 1 CITY OF POWAY- CITY COUNCIL AGENDA-SEPTEMBER 6, 2005 CITY COUNCIL ACTION: Motion by Councilmember Higginson and seconded by Councilmember Boyack to close the public hearing and adopt Planning Resolution No. P-05-59 entitled, "A Resolution of the City Council of the City of Poway, California, Approving Conditional Use Permit 90-13M(4)and Development Review (DR)05-08 Assessor's Parcel Number 277-170-06", with added conditions fortime limits on obtaining building permits and a deadline for start of construction. Motion carried 4-0 with Councilmember Rexford absent. 3. Conditional Use Permit (CUP) 05-06; Randv Rolfsen, Applicant. A request to establish a church (The Life Church) in an existing 3,600 square-foot tenant space within a multi-tenant commercial center, located in the Automotive/General Commercial zone, at 14034 Poway Road, Suites G-J,within the Poway Center. The center is located on the north side of Poway Road, east of Ann-O-Reno Lane. APN: 323-190-74. Motion carried 4-0, with Councilmember Rexford absent. 4. Environmental Assessment and Minor Development Review Application (MDRA) 05-29; Larry Smith/FF&E Trust, Applicant. A request to grade Lot 47 of Green Valley Estates (Map 12466), located at 13651 Paseo De La Huerta, to create a residential building pad and a recreational court pad.
