GENERAL INFORMATION
Proposal: A request for City Council comment on: 1) a request for a South
Poway Specific Plan (SPSP) Land Use Designation change on a
specific property from Light Industrial (LI) to Light Industrial/Outdoor
Storage (LI/S); and 2) a request to modify the Land Use Matrix
relating to the maximum allowable gross floor area (GFA) for Light
Wholesale, Storage and Distribution uses in the Industrial Park (IP)
zone. The PDC request and the Agreement of Understanding are
included as Attachments A and B.
Project Location: The SPSP land use map showing all properties zoned LI and IP,
and specifying the property, which is the subject of the Land Use
Designation change request, is included as Attachment C.
Land Use Desiqnation Chanqe
The Land Use Designation change request from LI to LI/S concerns the approximate
3-acre site located on the south side of Kirkham Way, approximately 200 feet from the
Tech Center Court/Kirkham Way intersection. See Attachment C. The site is graded
for development, but is vacant. Light industrial uses and zoning are located to the north
and northwest of the site, industrial uses with outdoor storage and LI/S zoning are
located to the south, and a mineral extraction/concrete manufacturing business is
located to the south/southeast.
The applicant has indicated to staff their plan to develop the site with a contractor's
office/storage facility, which could accommodate multiple tenants. The facility would
have offices, and a secured and screened outdoor storage area for work trucks,
equipment and building materials. This type of use is only permitted in the LI/S zone
with a Conditional Use Permit. In order to establish this use at the site, the property's
zone would need to be changed to LI/S and a CUP would need to be approved.

The applicant has indicated that there is a strong market and need for this type of
facility, and that there is little LI/S zoned property available in the business park. In
September of 2003, a planned unit development with 22 separate lots, each with their
own outdoor storage area, was approved on 13 acres on the south side of Kirkham
Way. That project was never built because the site was bought by an office developer
who subsequently changed the Land Use Designation to IP and has other intentions for
the site. It is also important to note that staff has regularly received inquiries from
individuals associated with these types of uses looking for facilities in the business park.
Currently there are approximately 48 acres (18 properties) zoned LI/S. Of the total
acreage, 2 contiguous properties totaling approximately 1.7 acres, are vacant with the
remaining acreage being developed.
Outdoor storage uses have historically been situated on the perimeter of the business
park. The proposal is consistent with the policy that LI/S uses be located on the
perimeter of the park, and it is adjacent to similar types of uses.
Land Use Matrix Chanpe
The SPSP allows "IighY' Wholesale, Storage, and Distribution uses (i.e., such uses that
are not more than 50,000 square feet in size) in the IP and the LI zone. Larger facilities
or "medium" Wholesale, Storage, and Distribution uses are not permitted in the IP
zone, but are permitted in the LI zone.
The SPSP defines Light Wholesale, Storage, and Distribution as activities such as
wholesale, storage, and warehousing services and storage and wholesale to retailers
from the premises of finished goods and food products, excluding hazardous materials,
fuels or chemicals. Activities under this classification are required to be conducted in
enclosed buildings and are limited occupy fifty thousand (50,000) square feet or less of
building space. Medium Wholesale, Storage, and Distribution, as defined by the SPSP,
includes the same uses but at a larger scale. Activities under this classification occupy
greater than fifty thousand (50,000) square feet of building space.
The applicant is requesting that the threshold be raised to allow "IighY' Wholesale,
Storage, and Distribution uses, up to 80,000 square feet in area, in the IP zone. The
applicant believes that raising the threshold would accommodate a broader range of
users and accommodate the expansion needs of existing businesses.

Thank you for meeting with me to discuss the allowed uses in the LI and IP zones. I would like
to ask if the City would wnsider changing the delineation between light distribution and medium
distribution from 50,000 square feet to 50,000 square feet. We feel that this would be more appropriate in
accommodating growing users in the South Poway Bvsiness Park.
We would also like to request a rezoning of our 2.86 acre lot on Kirkham Way from LI to LI-S
