BACKGROUND
Normally by this time of the year, the City would have received final information from the
Metropolitan Water District (MWD) and the San Diego County Water Authority (CWA) about
final rates for the fiscal year. However, because of major issues being addressed by the
Authority Board, including the liD water transfer agreement, the Emergency Storage Project
(ESP) and the approval of the Infrastructure Access Charge, and the Special Agricultural
Water Rate, there are no rate changes effective July 1, 1998. Preliminary information about
charges and rates to be put into effect January 1999 have been provided. Based upon that
information, staff recommends that the current rates remain in effect through December 31,
1998 and that rates be revised January 1, 1999 for the calendar year.
Water Use Charge
The revised structure maintained the per unit charge for water of $1.663. This rate has been
in effect since July 1, 1995, with no increase, The largest component of the City's water rate is
the purchase of raw water from the Metropolitan Water District (MWD) and the San Diego
County Water Authority (CWA). There are several components to the water charges the City
receives from these agencies, all of which have impacts on the rates the City must charge its
customers for water.
1. Cost of raw water - Through the shifting of some costs, such as debt service, from a
variable per acre foot charge to a fixed charge, MWD and CWA have managed to keep
the cost of raw water fairly constant. The City currently pays a total of $429 per acre
foot. CWA has advised staff that they anticipate a water rate increase to $439 per acre
foot effective January 1999.

2. The readiness to serve charge which is passed through to the Ci~ from MWD and
CWA is intended to recover the debt service of expenditures for projects needed to
meet reliabili~ and quali~ needs. This charge is partially paid by the water standby
charge imposed by MWD on property owners tax bills. The remaining charges are
billed directly to the Ci~. This remaining portion has increased from a budgeted
$200,000 in FY 1997-98 to $325,000 in FY 1998-99.
Based on the charges as anticipated by CWA staff, staff has projected that the water use
charge will need to be increased by approximately 3% effective January 1, 1999 from $1.663
per unit to $1.715 per unit. This will be the first water use charge increase in 3-1/2 years.
Agricultural Rebate
Effective May 1, 1994, MWD implemented an interim agricultural water program. This
program provides an agricultural disco'unt of $113 per acre foot for untreated water. The $113
per acre foot discount is a straight pass-through from MWD. In order to participate in the
program, a customer must be a qualified agricultural user and also agree that in the event a
water supply shortage occurs, the agricultural deliveries would first be reduced up to 30% prior
to imposing mandatory reduction targets on any other water customer. The current
agricultural discount equates to $2.594 per unit. CWA will be calculating a new agricultural
discount over the next several months.
Reclaimed Water
Under agreement with the City of San Diego, the Ci~ of Poway will purchase up to 750 acre feet
annually of reclaimed, non-potable water from the San Diego Reclaimed Water Distribution
System at 90% of San Diego's cost of potable water. The rate of resale of reclaimed water
through the Poway distribution system is based on 90% of the resale rate for potable water, or
$1.497 per unit. Service rates for capaci~ are the same as potable rates. Reclaimed water sales
for use in landscape meters began July 1998.
Water Service Charge
The bimonthly water service charge is based on the water meter size. As a result of the rate
study, the service charge was revised and charges were redistributed according to the hydraulic
capacity of the customer's water meter. This is a flat rate amount which covers a portion of the
fixed annual indirect operating costs to maintain the system's capacity as well as total customer
service costs.

The County Water Authority is instituting a new Infrastructure Access Charge effective
January 1, 1999. The charge will be assessed based upon the number and size of water meter
connections within the City. The CWA is imposing this charge to provide funding for at least 25
percent of their estimated annual fixed costs. Poway's cost will be $14,829 per month. Because
this charge is being assessed on a per meter basis, it is recommended that these costs be
included in the bi-monthly water service charge. Based upon this additional charge, the basic
water service charge will need to be increased effective January 1, 1999 as follows:

Pumping Rates
In addition to the regular water rates charged to all customers, additional pumping charges are
added to the water bills of customers who have to be served from a water reservoir other than
the clearwell. It is recommended that these rates be adjusted effective January 1, 1999 as

Sewer Charges
The sewer charges were changed from a flat rate sewer charge per equivalent dwelling unit to
a user charge system based on water consumption. The new rate structure was designed to
take into account both the quanti~ and quality of a customer's sewage. A seven-tier
commodi~ charge for residential, single family users based on 85% of the lowest water use
during the prior year's winter months was instituted. This resulted in lower sewer bills for all
single family customers using less than 20 units of water bimonthly.
A variable sewer charge for multi-family and commercial users was instituted along with a
bimonthly fixed service charge to recover all costs associated with customer service.
This was a dramatic change in how customers were charged for sewer. Staff has carefully
monitored the results of this new structure and have the following observations.
The mix of users in the single family category has shifted over the past two winters. The
division of the seven tiers was based upon winter water use in 1995-1996. The structure was
implemented based upon winter water use in 1996-97 and a substantial shift occurred in the
Tier 2 level. We now have winter water use for 1997-98, which was a particularly wet year
resulting in further shifts downward as follows:

The number of residential sewer customers has increased over the past year, providing a
larger base for the spreading of fixed costs. This increase somewhat offsets reduced
revenues from the shifts of customer by tier.

In past years, San Diego Metropolitan Sewer has provided 5-year projections of charges
based upon anticipated capital development projects. At the time of the rate study it was
anticipated that Metro charges would spike in FY 1998-99 resulting in increased sewer rates
and the use of increasing levels of rate stabilization funds. Those increases have not occurred
as quickly or as dramatically as earlier anticipated. Metro is currently revising their long range
projections and we anticipate receiving them within the next several months.
Based on the above, staff feels it is necessary to continue monitoring customer use for
another year in order to have a more stable picture of customer patterns. In addition, more
definitive information is needed from Metro Sewer about their long range projections so that
the draw on available rate stabilization funds can be evaluated. It is therefore recommended
that the current sewer rates be maintained at the same levels through July 1, 1999. This will
require the use of approximately $610,000 in rate stabilization funds. Prior to July 1, 1999,
staff will bring a report back to Council with any further recommendations for the remainder of
the calendar year. In addition there are some recommended changes to the sewer rate
structure as noted under findings below.
FINDINGS
Water
The current water use charge of $1.663 per unit should be maintained through Dec. 31, 1998.
Based upon increased and new costs from MWD and CWA, it will be necessary to increase
the water use charge to $1.715 per unit effective January 1, 1999.
The current water service charges should be maintained through Dec. 31, 1998. Based upon
new costs from MWD and CWA, it will be necessary to increase those charges effective
January 1,1999.
Sewer
The following sewer charges should be maintained at their current levels through July 1, 1999:
seven-tier commodity charge for residential, single family users, variable sewer charge for
multi-family and commercial users, and the bimonthly service charge for multi-family and
commercial users.
Single Family Residential
City staff has been monitoring the implementation of the tiered sewer rate structure for
residential customers and proposes the following revisions to the structure.

New customers are initially set at the mid-point, tier 4, until they can establish their low winter
water use. However, there are some condominiums and townhouses with separate individual
meters. These units have master landscape meters for the common areas, and little if any
landscaping with their individual units. They are generally smaller units and their water
consumption is more consistent with that of multi-family and mobile home customers. In these
circumstances, it is more appropriate to set new condominium and townhouse customers at
tier 2 until they can establish their low winter water use.
Schools
Under the new system, the schools are billed based upon an estimated sewer flow. The flow
is estimated to be 75% of the actual water consumption and is billed on a per unit charge of
$2.05. The majority of the schools' water meters serve both inside domestic use and outside
landscaping use. Given that there is a wide variation between schools regarding the amount
and type of landscaping, application of a uniform percentage for estimated sewer flow is not
representative of the true sewer flow per school.
After careful analysis, staff has determined that the March and April water consumption
provides the most accurate picture of inside domestic water use. Since the determining
variable for inside water use is the number of students, this winter water use has been
converted to a per student per day water use amount (see Attachment C). These numbers
compare very favorably with water industry statistics for student water use on a statewide
basis. It is recommended that these per student water use figures be used as the basis for
estimated sewer flow for the school district which will then be billed on the per unit charge of
$2.05. For the Meadowbrook and Twin Peaks gyms, it is recommended that the District be
billed based an estimated flow of 65% of actual water condumption. This change should be
retroactive to January 1, 1998. The District has been notified of this proposed version and the
impact on sewer service costs.
Churches
Churches have also been billed upon an estimated sewer flow of 75% of actual water
consumption at a per unit charge of $2.05. Under the new structure, bills for the majority of
the churches rose dramatically. One of the primary reasons is that the number of equivalent
dwelling units (EDU's) assigned to most churches was low. Apparently many of them were
assigned years ago and were not revised even though there were changes and expansions to
many of the churches. Staff has conducted a more recent survey of the churches and found
that had they been charged for the correct number of EDU's in the past, their bills would have
been considerably higher. See Attachment D.

Also, the majority of the churches' water meters serve both inside domestic use and outside
landscaping. There is wide fluctuation between the amount and type of landscaping which
makes application of a uniform percentage problematic. With all of the church activities which
occur during the winter holidays, that is not always the period of their lowest water use. Staff
is recommending that a variable percentage be used based upon an analysis of the average
winter use as compared to the total annual average for the church. This percentage can be
reviewed on an annual basis. This change should be approved retroactively to January 1,
1998.

AND ESTABLISHING WATER RATES
AND RESCINDING RESOLUTION NO. 97-092
WHEREAS, the City of Poway provides water service to citizens of poway; and
WHEREAS, the Ci~ of Poway wishes to continue current water rates through
December 31, 1998, and establish new rates effective January 1, 1999; and
WHEREAS, the City has a fixed bimonthly service charge (capaci~ charge) based
upon the hydraulic capaci~ of the meter size; and
WHEREAS, the fixed bimonthly service charge (capacity charge) adopted herein
shall be imposed as a condition of service by the Ci~ to the customer. Any customer may
avoid payment of the fee or charge by disconnecting from the facilities of the Ci~. This fee
or charge is not imposed upon real property or upon a person as an incident of property
ownership; and

WHEREAS, the Ci~ has a basic water use charge which shall be imposed on the
basis of the amount of water used or consumed by the customer. The fee or charge is not
imposed upon real property or upon a person as an incident of property ownership. A

year based on 85 percent of their water use during the prior year's lowest usage cycle in
winter months; and
WHEREAS, a variable sewer commodity rate is established for multi-family and
mobile home customers. The variable commodity charge is based on 85 percent of the
water through the water meter if a separate landscape meter exists. If a separate
landscape meter does not exist, the variable commodity charge is based on 75 percent of
the water through the water meter; and
WHEREAS, a variable sewer commodity rate is established for all non-residential
customers based upon customer class and estimated sewage strength of the user. The
variable commodity charge is based on 90 percent of the water through the meter for the
five categories of commercial users; and
WHEREAS, a variable sewer commodity rate is established for schools. The variable
commodity charge is based on a per-student-per-day water use amount. The per-student-
per-day use amount is derived from dividing the student count into the March/April water
consumption for the previous two years and averaging the two.

(including the Rancho Bemardo Pump Station) will be charged $1.36/month surcharge for
each pump station utilized.
Upon change of ownership, sewer charges will be prorated on a 60-day billing period
basis between old and new customer.
A delinquency fee of 10 percent of the unpaid balance or $25.00, whichever is less,
shall be charged on all accounts that remain unpaid for more than 30 days.
Section 2. Resolution No. 97-093 is hereby rescinded.
