DATE: October 27,1998
SUBJECT: Status Report for Illegal Encampment Activities from July through
September 1998.
BACKGROUND
The Planning Services Department staff has removed two camps from July through
September 1998. The procedure for abating encampments utilizes the public nuisance
procedure incorporated in the poway Municipal Code Section 8.72. This public nuisance
procedure requires the property owner to abate the encampments and associated debris.
If the property owner does not abate the nuisance, then the City performs the work. A
$60.00 administrative fee is added to the cost, which is either invoiced or placed on the tax
rolls. When an encampment is located, notices in Spanish and English are placed in
several obvious locations advising the occupants that camping and fires are prohibited,
and the camps will be removed. Insp~ctions are conducted during the abatement process.
These two camps were both on City property, and were removed by the City contractor.
FINDINGS
One camp was located on the South West corner of Pomerado Road & Ted Williams
Parkway, and the other camp was located behind the soccer field on Pomerado Road.
Both locations have had illegal encampments that have been removed in the past.
ENVIRONMENTAL REVIEW
This action is not subject to the California Environmental Quality Act.
FISCAL IMPACT
None.
