ABSTRACT This action will amend the contract agreement between the Redevelopment Agency and Comprehensive Housing Services, Inc, (CHS). CHS is the consulting firm that administers the Agency's Affordable Housing Rehabilitation Program. This report recommends an amendment to increase the maximum contract amount from $185,000 to $192,000. ENVIRONMENTAL REVIEW The proposed contract amendment is not subject to environmental review. FISCAL IMPACT No immediate fiscal impact will result from approval of the contract amendment, as funding previously appropriated for the Affordable Housing Rehabilitation Program will be adequate to cover the cost of the increase. A budget adjustment will be processed to transfer $7,000 from Account Number 471-5962-6408 (Housing Revitalization) to Account Number 471- 5962-1799 (Housing Revitalization-Professional Fees). ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE None RECOMMENDATION It is recommended that the City Council/Redevelopment Agency approve the attached Third Amendment to the Agreement with Comprehensive Housing Services, Inc. which increases the maximum contract amount from $185,000 to $192,000. Shafer, Director of Redevelopment Servic~~': David Narevsky, Redevelopment Manager 'bN Kris Gridley, Redevelopment Coordinator V INITIATED BY: DATE: October 15, 1996 SUBJECT: Third Amendment to Contract Agreement with Comprehensive Housing Services, Inc. to Increase the Maximum Contract Amount ABSTRACT On December 14, 1993 the City Council/Redevelopment Agency approved an agreement with Comprehensive Housing Services, Inc. for administration of the Affordable Housing Rehabilitation Program. The agreement has been amended twice, increasing both the term and maximum contract amount. This report recommends a third amendment to increase the contract amount from $185,000 to a maximum total of $192,000. The amendment is needed to provide funding for processing the last of the Affordable Housing Rehabilitation applications and for continued monitoring of existing Housing Rehabilitation projects and loans. BACKGROUND After approximately 2 years and eight months of operation, the Affordable Housing Rehabilitation Program has funded 142 loans and 138 projects have been completed. Of the 1.5 million allocated to this Program in 1993 there is a balance of $48,000 remaining to fund loans and provide for administration and inspection. At the time the Program was funded, it was estimated that the Program would assist approximately 125 low- and moderate-income households over a three-year period. Staff estimates that the remaining funding will be adequate to provide for three additional loans over the next two to three months, ACTION: 2 of 4 OCT 15 1996 ITEM 21 ) Agenda Report October 15, 1996 Page 2 resulting in a overall total of 145 loans, exceeding our original estimate for this Program. FINDINGS The Program is now in a .winding down" mode and staff is working to determine how much of the remaining funding should be set aside to fund administrative costs. Given that we expect to process three additional loans and that there are four ongoing construction projects to monitor, CHS is expected to continue with on-site administration of this Program for the next 4 to 5 months. In addition, we will need their assistance to provide periodic monitoring for existing rehabilitation loans after the Program has closed down. It is recommended that the existing contract maximum be increased from $185,000 to $192,000 in order to provide adequate funding for continued administration of the Program. Third Amendment of Agreement for Consultant Services OCT 15 1996 ITEM 21 3 of 4 THIRD AMENDMENT OF AGREEMENT FOR CONSULTANT SERVICES THIS AMENDMENT is made and entered into this 15th day of October, 1996 by and between the Poway Redevelopment Agency, a public entity, ("AGENCY") and Comprehensive Housing Services, Inc. ("CONSULTANT"). The parties hereto mutually agree that the Agreement between the parties made and entered into on the 14th day of December, 1993, and amended on August 23, 1994, and on February 7, 1995, is hereby amended as follows: The first sentence of Paragraph B. on Page 8 of the Agreement shall be deleted and replaced with the following: B. ComDensation and Reimbursement. Agency shall pay Consultant a fee not to exceed a total of $192,000 as compensation for consulting services. All other terms of the Agreement shall remain in effect.
