Hilliker, Water Utilities Manage~ INITIATED BY: DATE: December 10, 1996 SUBJECT: South Poway Reclaimed Water Distribution System and the Report of Waste Discharge for Use of Reclaimed Water within City of Po way ABSTRACT The City of Poway is in the process of implementing a reclaimed water distribution system in the southern portion of the City. To be capable of delivering reclaimed water, Poway needs to submit a Report of Waste Discharge to San Diego Regional Water Quality Control Board. A qualified consultant with expertise in this permit process would assist the City of Po way with preparing a Report of Waste Discharge. This includes preparation of a technical report to document the reclaimed water users connected to the system and update existing Rules and Regulations for Reclaimed Water Use for adoption by the City. JI ENVIRONMENTAL REVIEW This item is not subject to CEQA review. FISCAL IMPACT Sufficient funds are available in the M&O Metro 0403-2810 account for transfer to Special Studies 0403- 1726. ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE A copy of this report was mailed to HY A, a Dames and Moore Company. RECOMMENDATION It is recommended the City Council authorize staff to transfer $25,132 from 0403-2810 M&O Metro to 0403-1726 Special Studies. Hilliker, Water Utilities Manage~ FROM: INITIATED BY: DATE: December 10, 1996 SUBJECT: South Poway Reclaimed Water Distribution System and the Report of Waste Discharge for Use of Reclaimed Water within City of Poway BACKGROUND During the development of the South Poway Business Park, the reclaimed water distribution piping was installed to supply reclaimed water to the Landscape Maintenance Districts. Numerous business park lots were also installed with reclaimed water services to meet their outside irrigation needs. During the past years, this system has been charged with potable water due to the unavailability of reclaimed water. Around August/September 1997, a reclaimed water supply will be made available by the City of San Diego, At that time, the City of Po way will have the ability to supply reclaimed water to its customers. FINDINGS A Report of Waste Discharge is required by the San Diego Regional Water Quality Control Board prior to the distribution of reclaimed water within the City of Poway. The Report of Waste Discharge includes preparation of a technical report to document the reclaimed water users connected to the system and development of Rules and Regulations for Reclaimed Water Service in the City of Po way. HY A, a Dames and Moore Company, has submitted a proposal to prepare the technical report to document the reclaimed water users connected to the system and update the City of Po way's draft rules and regulations for reclaimed water service.
