Shafer, Director of Redevelo~ent David Narevsky, Redevelopment Manager @> May 2, 1995 servic& FROM: INITIATED BY: DATE: SUBJECT: Possible County Homeless Shelter: SW Corner of Pomerado/Oak Knoll Roads ABSTRACT On February 4, 1995, the San Diego Union Tribune carried an article concerning the Sheriff's substation that included an unrelated statement that the San Diego County Board of Supervisors is considering the County-owned transit facility, at the SW corner of Pomerado and Oak Knoll Roads, as a possible location for a homeless shelter, Redevelopment Services staff were directed to research this issue and bring a report forward about the process of sitting a homeless shelter in an incorporated city. ENVIRONMENTAL REVIEW This action is not subject to CEQA review, FISCAL IMPACT None. This article also included an unrelated statement that the San Diego County Board of Supervisors was cons i deri ng the County-owned transi t faci 1 i ty, located at the SW corner of Pomerado and Oak Knoll Roads, as a possible location for a homeless shelter. Staff contacted the San Diego County Real Property Division. They informed us that this 2,9 acre site, known as the old Road Maintenance Station, has been declared surplus and has been on the surplus property list for some time, This site is currently used by the City of Poway for our transit operations, under a month-to-month lease from the County, FINDINGS In discussions with the County Real Property Division, they indicated that the comments relating to this site's "suitability" for a homeless shelter were provi ded by County HCD, Staff contacted County Housi ng and Community Deye 1 opment (HCD), who indicated that these comments were not theirs and that they have no current plans for this site. Staff was referred to County Social Services by HCD who indicated that these comments concerning suitability were theirs based upon a cursory revi ew of the site. County Soci a 1 Servi ces i s mandated to revi ew each site on the surplus list to determine if it could be used as a homeless shelter, Social Services staff was extremely clear that they have no plans to construct a homeless shelter, no intent to construct a homeless shelter, and no direction to look into development of a homeless shelter on any site, including this site, ACTION: 2 of 3 Possible County Homeless Shelter May 2, 1995 Page 2 We have been informed by our Safety Services Department that there were two gasoline tanks located on this site. The tanks were remoyed approximately six months ago. Both tanks were leaking and contaminated the surrounding soil. This area also has a high water table, Either the County of San Diego or a developer would be required to remediate this site prior to any construction. According to the County Real Property Division, a Phase II Environmental Assessment for this site is underway to determine the specific extent of the contamination, Further details may be available from the County Department of Environmental Health, Underground Tank Division. It is not possible to provide even a ballpark estimate of remediation costs, howeyer, due to the high water table, any remediation efforts would be costly. Accordi ng to our City Attorney, the County woul d be requi red to foll ow our approyal process for such a project, In reaching this conclusion, he acknowledged the law is not entirely clear on this point, but felt the City could reach a reasonable determination that such discretionary approval was needed, Staff contacts to the various County offices have clearly "flagged" this site and all County Departments have indicated that we would be contacted if they should even consider such a development, The County Office of Speci~ Projects has advi sed us that it is the practi ce of the County to consult wi th the 1 oca 1 incorporated community with a sensitive project such as this, There is no current proposal to build a homeless shelter in Poway. This site presents considerable difficulty due to costly environmental mitigation that is required in order to develop it, ENVIRONMENTAL REVIEW This action is not subject to CEQA review.
