ABSTRACT
Under the terms of the IS-year franchise with Cox Communications, the City will receive

is recommending that the City Council adopt a mileage bank allocation policy which
allocates ten miles of cable plant for governmental facilities and five miles of cable
plant for residential facilities in areas with less than twenty homes per mile of cable
plant with a maximum of 500 feet per resident upon request for service.
ENVIRONMENTAL REVIEW

Some form of CEQA review may be necessary depending on the location for use of the
mileage bank cable.
FISCAL IMPACT
The Mileage Bank Allocation Policy will not impact the City's budget.

RECOMMENDATION
It is recommended that the City Council adopt a Mileage Bank Allocation Policy which

plant with a maximum of 500 feet per resident upon request for service.

Policy on the Allocation of Cable Plant from the City's
Mileage Bank with Cox Cable Communications
BACKGROUND
In November 1992, the City of Poway authorized a new IS-year franchise with
Cox Communications. Under the terms of the franchise, Cox will provide, at no
cost to the City, one mile of cable plant each year.
At the direction of the City Council, the Community Services staff, in late
1993, began discussions with Cox to extend cable services to the Lake Poway
facilities. The following year, staff met with representatives from Cox Cable
to determine the feasibility of constructing a fiber network at Lake Poway.
Discussions of the fiber network went beyond the lake facilities, and staff
requested Cox Communications to prepare a plan for constructing a fiber
network linking all City facilities. In addition, the staff is working with
representatives from the Poway Unified School District to include the Poway
schools in the fiber network study. The network study will include the
potential for expansion in the future to link the hospital and other
facil ities.
It is anticipated that this governmental network will require an allocation of
apprOXimately ten miles of cable plant from the City's mileage bank. When the
study is completed it will determine the feasibility of the fiber network.
The findings will be presented to the City Council at a future Council
meeting.

FINDINGS
The City's cable franchise requires Cox to provide cable service upon request,
to areas with twenty or more homes per mile of cable plant. In locations with
less than twenty homes per mile of cable plant, Cox will provide at no cost
the first 150 feet of cable plant where overhead facilities are available and
50 feet in areas where underground facilities are available.
Until recently, the only requests for usage of the mileage bank to extend
cable beyond the 150 feet overhead and 50 feet underground limits have come
from the sheriff's station on Pomerado Road and, Assemblyman Jan Goldsmith's
office on Oak Knoll Road. Each site required an allocation of a few hundred
feet of cable plant from the City's mileage bank. Both facilities are now
served by cable.

In February 1995, Cox Communications received a request to extend cable to
seven homes on Sycamore Canyon Road. The area has less than twenty homes per
mile of cable and would require an allocation of 2,335 feet (.44 mile) of
cable plant from the City's mileage bank. Staff is recommending that the City
Council adopt a policy that would allow up to a maximum of 500 feet of cable
plant from the mileage bank to a resident requesting cable service in a
location with less than twenty homes per mile of cable. As shown on the
attached map (Attachment I), only a few remote areas of Poway do not have
cable service. Under this policy, cable could be extended to the seven homes
on Sycamore Canyon road using the City's mileage bank. The seven homes are
located within the boundaries of the City of Poway according to the County
Assessor's street index for Poway (Attachment 2). The proposed policy would
also set aside five miles of cable plant from the mileage bank for this
purpose in the future.
