The physical constraints of the property make it necessary in order to accommodate a single family residence and a fire service turn-around. Staff recommends that City Council approve the applicant's request to construct a slope greater than thirty feet in height. - ENVIRONMENTAL REVIEW This action is categorically exempt from environmental review based on C.E.Q.A. guidelines, Category 3, which includes the construction of new single family residences. FISCAL IMPACT None. ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE None. RECOMMENDATION It is recommended that the City Council approve a manufactured slope over 30-feet in height for the Altaffer residence according to Section 16.48.020(F) of the Poway Municipal Code. MDRA 95-21 BACKGROUND: Mr. and Mrs. Altaffer submitted a Minor Development Review Application to construct a single family residence at the southwest corner of Poway Road and Blue Crystal Trails (Attachment 1). The area is mountainous with steep terrain. Natural slopes in the area average 40-feet in height (Attachment 2). A minor development review for the construction of a single family home was approved for the former owners, Mr. and Mrs. Wayne Carter. An adjoining neighbor appealed staff approval to the City Council on January 8, 1991. The Council upheld the appeal and denied the project. Reasons cited for the denial included the visual impact of the high manufactured slopes and it was determined that a multiple foundation residence should have been designed for the steeply sloping lot. The new owners (the Altaffers) have designed a 2,642 square foot house to be located in a previously disturbed area of the lot, higher up on the property, but located within an area with a natural slope of less than 25 percent. The house is a single story design and the pad design calls for a fill slope of greater than 30 feet in height at a 2:1 gradient. A 34 foot maximum slope height is proposed. The building pad is limited to the northerly third of the property. The conceptual grading plan calls for a fill slope on the south side of the proposed building pad. The building pad will be approximately 19,000 square feet on a property that is approximately 4.7 acres in size. FINDINGS: As a condition of building a single family residence on this site, the applicant will be required to construct a fire service turn around. The physical restraints of the property results in a fill slope height greater .than 30-feet in order to accommodate this requirement. The general Plan Hillside Development standards restrict the development of a lot containing a natural slope of between 20% and 44.9% to 10 percent for graded pad area. The Altaffer project will meet this test. General Plan standards further state that where the graded pad area proposed for the construction of a new home is located within an area of greater than 25 percent natural slope, a split-level design is required. The natural slope in the area of the proposed pad location is less than 25 percent. In the case of a 2:1 fill slope of this height, staff recommends that the applicants be required to revegetate the slope using a formal landscape submittal process in order to insure the use of appropriate plant materials, and to provide additional grading securities which will be adequate to insure, the completion of the slope revegetation. The resulting slope will face - southerly which is currently vacant land. The neighboring property to the south is greater than 500-feet away. If the City Council concurs, these requirements will be placed in the conditions of approval for the pending minor development review, MORA 95-21. FISCAL IMPACT: None.
