The contract time for the project is 20 working days. FISCAL IMPAcr - There are sufficient funds to complete the project. ENVIRONMENTAL REVIEW This project is exempt under Section 15301 of the CEQA. ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE A copy of this report was mailed to Southpaw Construction. RECOMMENDATION It is recommended that the Redevelopment Agency accept the bid withdrawal of Southpaw Construction and award the Glen Oak Paving Project (#5279) contract to Asphalt, Inc. in the amount of $43,120.00. Hefner, Associate Civil Engineer \C DATE: August 1, 1995 SUBJECf: Award of Bid for The Glen Oak Paving Project (#5279) BACKGROUND On July 11, 1995 bids were opened for the Glen Oak Paving Project. The Engineer's Estimate was $35,000 to $45,000. The contract time for this project is 20 working days. FINDINGS The following three (3) bids were received: Company Bid Amount 1. Southpaw Construction $33,076.00 2. Asphalt Inc. $43,120.00 3. Superior Ready Mix $46,811.00 The apparent low bidder, Southpaw Construction, sent a letter (Exhibit A) to the City on July 14, 1995 requesting that they be formally withdrawn from the bidding process and be relieved of their bid on the grounds that their clerk made an inadvertent error in the 8id Schedule. Their bid was lower than they intended due to this clerical error. Since it was an inadvertent clerical error, the City should accept Southpaw Construction's withdrawal request and release their Bid Bond. The second low bidder is Asphalt, Inc.
