DATE: January 4, 1994 SUBJECT: Stop Sign - Sycamore Valley Road at Garden Road ABSTRACT In conjunction with a review of the eastern Garden Road area, the Traffic Safety Committee (TSC) has examined conditions at the intersection of Garden Road and Sycamore Va 11 ey Road. Because of limited sight distance, the TSC recommends that stop controls be installed on Sycamore Valley Road at Garden Road. ENVIRONMENTAL REVIEW This action is categorically exempt from CEQA review under Section 15301 (f). FISCAL IMPACT ~ ;osts will be limited to initial sign installation expense plus periodic replacement. ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE Letters regarding this action were sent to Fran Hjalmarson and Pete Kelley. RECOMMENDATION It is recommended that City Council approve the attached Resolution establishing stop controls on Sycamore Valley Road at Garden Road. Robinson, Senior Civil Engineer I'Hle DATE: January 4, 1994 SUBJECT: Stop Sign - Sycamore Valley Road at Garden Road BACKGROUND At citizen request, the Traffic Safety Committee (TSC) has reviewed conditions on Garden Road in the Sycamore Canyon residential area. Some residents in the area have become concerned that traffic is traveling too fast through their neighborhood. To reduce speeds, the TSC has approved this location as a primary location for the Radar Speed Control Program which will be implemented this summer. Other regulatory and non-regulatory signs were recommended and approved for installation in the area. Among those, the TSC has found that a stop sign is warranted on Sycamore Valley Road at Garden Road. TRAFFIC\SITE CONDITIONS See Garden Road/Sycamore Valley Road site diagram, Attachment A. Garden Road is a 40 foot wide residential collector in the Sycamore Canyon area. Speed Limit: Garden Road 35 MPH posted limit west of Sycamore Valley Road (39.5 MPH 85th percentile speed) 25 MPH posted limit east of Sycamore Valley Road (not radar enforceable - does not meet prima facie criteria) Volumes: Garden Road west of Sycamore Valley - 800 EB 800 WB Accidents: 1990 - 0 1991 - 0 1992 - 0 1993 - 0 ACTION: I )) 2 OF 5 JAil 4 1994 IT d~J 21 ., Stop Sign. Sycamore Vallay Road at Garden j City Council Agenda 1/4/94 Page 3 -~ FINDINGS On October 7, 1993 the radar display board was set up on Garden Road approximately 400 feet east of Sycamore Valley Road to alert drivers during the evening peak period. The 85th percentile speed of those cars recorded was 37 MPH. All-way stop evaluations were completed for the Garden Road intersections with Whitewater and Sycamore Valley. All-way stop controls at either of these two locations would qualify the eastern segment of Garden as a prima facie 25 MPH speed 1 i mit. Neither intersection met warrants. The Sycamore Valley Road approach to Garden Road has obstructed sight visibility caused by landscaping, an entry monument and equestrian fencing. Because of the obstruction, the TSC has recommended that a stop sign be installed to insure safety at the intersection. The approach sight visibility is below 10 mph. This speed is required in locations such as "T" intersections where the terminating street must yield to the through street, but not necessarily stop. If the approach visibility is below 10 mph, as at Sycamore Valley Road, a stop sign is suggested. I N , SCALE~ 1"= 40' . eJ ATTACHMENT A JAN 4 i994 lTd~l 21 ., I 4 OF 5 . ,- RESOLUTION NO. 94- - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA ESTABLISHING A STOP SIGN ON SYCAMORE VALLEY ROAD AT GARDEN ROAD -'" WHEREAS, Section 21100 of the California Vehicle Code permits local authorities to adopt by resolution traffic control measures meeting the requirements set forth under Section 21351 of the California Vehicle Code; and WHEREAS, Section 21351 of the California Vehicle Code permits the establishment of stop controls in the City of Poway; and WHEREAS, this Council has determined that stop controls should hereby be established. NOW, THEREFORE, BE IT RESOLVED that in accordance with said Section 21351 of the California Vehicle Code, a stop sign shall be installed on Sycamore Valley Road at Garden Road.
