ABSTRACT
This report introduces the initiation of General Plan Amendment 94-01, which includes
two General Plan amendments recommended for consideration under a future public hearing.
The formal pub 1 i c heari ng for General Pl an Amendment 94-01 is anticipated to be in
February, 1994.
It is recommended that the City Council adopt the attached resolution initiating General
Plan Amendment 94-01.
ENVIRONMENTAL REVIEW
Initiation of the General Plan Amendment is statutorily exempt from CEQA.

SUBJECT: Resolution Initiating General Plan Amendment 94-01
ABSTRACT
This report introduces the items that are recommended for consideration under General
Plan Amendment 94-01, The public hearing will be the first of four possible GPA hearings
in 1994 pursuant to the Government Code, This public hearing has been scheduled for
the Council to consider General Plan amendment/zone change requests that address an
amendment to the Transporatation Master Element of the General Plan in association with
the adoption of the final alignment of the easterly extension of Scripps poway Parkway
and the redesigantion of City-owned land to OS-RM to ensure its protection as biological
mitigation land.
Section 17.46,020B of the Poway Municipal Code (Zoning Development Code) provides
that a change in the boundaries of any zone or a change in the regulations may be
initiated by a resolution of the City Council, Accordingly, the attached resolution initiates
General Plan Amendment 94-01.
DISCUSSION
GPA 94-01 A This City Council/Redevelopment Agency initiated item involves the
consideration of an amendment to the General Plan Transportation Master Element (TME)
to reflect the approved precise alignment for the Scripps Poway Parkway (SPP) eastern
extension to State Route 67, The Roadways Element of the TME includes Figure V-1, the
Transportation Element Roadways Master Plan, Following the selection and approval of
the precise alignment for the SPP eastern extension, the Council must amend the element

by revising Figure V-1 to be consistent with that action. The Roadway Element depicts
SPP as a six-lane prime arterial. Should the Council select and approve an alternative
other than a six-lane roadway, text revisions to the element will also be required. GPA 94-
01A will be scheduled concurrent with a future public hearing for the SPP final EIR
certification and precise alignment approval.
GPA 94-01 B This City initiated item involves the consideration of a redesignation of land
use and zoning for a 4.25 acre located north of Espola Road between the Old Coach Golf
Estates and the Blue Sky Ranch Ecological Preserve from Rural Residential-B (RR-B) to
Open Space-Resource Management (OS-RM). The Butcher property was acquired in April
1993 by the City as biological mitigation property.
ENVIRONMENTAL REVIEW
The attached resolution presents a request for City Council.consideration of two General
Plan Amendments and one zone change. Given that the request will not impact the
environment in any manner, this action is exempt from CEQA under the General Rule.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
INITIATING GENERAL PLAN AMENDMENT 94-01
WHEREAS, the City Council of the City of Poway recognizes that the need may
arise to amend the City's General Plan; and
WHEREAS, Section 65350, et seq. of the California Government Code describes
the procedures for amending General Plans; and
WHEREAS, Section 17.46.020B of the Poway Municipal Code (Zoning Ordinance)
provides that a change in the boundaries of any zone or a change in regulations may be
initiated by resolution of the City Council; and
WHEREAS, General Plan Amendment 94-01 consists of the applications noted
below.
GPA 94-01 A This City Council/Redevelopment Agency initiated item involves the
