Celebration or for the Poway Days Celebration. It is recommended that the City Council
sponsor a community fireworks display for the 4th of July Celebration.

Music Boosters; and Jack Mitchell, President of the Poway Rotary Club, and Vicki
t Powa Chamber of Commerce.
RECOMMENDATION
It is recommended that the City Council authorize a fireworks display to be held at the
Poway High School stadium in conjunction with the City's annual 4th of July
celebration.

ABSTRACT
At a previous meeting, the City Council discussed whether it was more appropriate
for the City to sponsor a community fireworks display for the annual 4th of July
Celebration or for the Poway Days Celebration. It is recommended that the City
Council sponsor a community fireworks display for the 4th of July Celebration.
BACKGROUND
Cadi 11 ac Fa i rvi ew, the developers of the Pomerado Bus i ness Park, generously
contri buted to the annual Poway Days ce 1 ebrat i on for a peri od of 6 years by
providing a fireworks display. However, last year Cadillac Fairview discontinued
their sponsorship of the firework display. As a result, the Poway Days Committee
of the Chamber of Commerce initiated a community fund raising campaign in order
to continue the Poway Days fireworks display on Community Day.
The Poway Days Committee was able to raise $5,000 through their fund raising
efforts, and the City loaned the Committee an additional $5,000 to pay the cost
of the fireworks display. The Poway Days Committee has not raised any additional
money to repay the City.
Vicki Lazowski, who serves as the President of the Chamber of Commerce and the
Director of the Poway Days Committee, has indicated that the Poway Days Committee
is not planning on having a fireworks display this year as part of the Poway Days
event.

In the spring of 1991, the President of the United States sent a letter to
communities throughout the country requesting that each community sponsor some
event to celebrate the homecomi ng of Ameri can troops from the Desert Storm
campaign. As a result, the City was contacted by representatives of the Chamber
of Commerce and it was decided to put together a 4th of July Celebration at lake
Poway to salute the men and women of our country's Armed Services.
The event was designed to be an old-fashioned, family oriented, small town type
of 4th of July celebration with game booths, food booths, entertainment and a
fireworks display. Due to the short time that the organizing committee had to
plan the event, there was not time to raise money for the planned fireworks
display and to work out some of the logistical problems. As a result, the
fireworks display was canceled. However, the 4th of July celebration was able
to accomplish its other goals and the event was determined to be a success.
As a result of the success of the celebration, the 4th of July Celebration
Committee, which was organized to plan and oversee the event by a group of
volunteers, recommended that the celebration become an annual event.
During 1992, the 4th of July celebration was again held at Lake Poway and a
fireworks display was held at Poway High School stadium. The fireworks display
was financed by donations from the community and from proceeds from the
admissions charge and the concessions co 11 ected from people attending the
fireworks display at the high school. The Poway Music Boosters used the 4th of
July fireworks display as a fund raiser and split the proceeds from the admission
with the 4th of July Celebration Committee.
In 1993, the 4th of July celebration was moved from Lake Poway Park to the Old
Poway Park. However, the fireworks display was once again held at the Poway High
School stadium. The fireworks display was financed, in part, from donations from
the community, proceeds from the admissions charge and concessions and a donation
of $4,800 from the City. The Poway Music Boosters again participated in this
event and the Poway Rotary Club, who managed the concessions stand, also used
this event as a fund raiser and split their proceeds with the 4th of July
Celebration Committee.
It has been planned that the 1994 4th of July celebration will once again be held
at Old Poway Park with a fireworks display to be held at the Poway High School
stadium.
FINDINGS
The proposed City of Poway Financial Plan for F i sca 1 Year 1994-95 includes
$10,000 to finance the cost of the fireworks display for the 1994 4th of July
celebration. In addition, the City should receive approximately $2,500 from the
admissions charge and concessions sold at the fireworks display. The additional
funds will be used to finance the cost of other 4th of July activities including
the cost of hiring a band to entertain the audience at the Poway High School

stadium prior to the fireworks show.
It is anticipated that the Poway High School Music Boosters and the Poway Rotary
will again use this event as a fund raiser.
FISCAL IMPACT
The cost of the 4th of July fireworks display is $10,000.
PUBLIC NOTIFICATION AND CORRESPONDENCE
In addition to the standard distribution, copies of this report have been sent
to Jim Abbott, Assistant Superintendent of Schools for the Poway Unified School
District; Gerald Leininger, Principal of Poway High School; Mike Averill of the
Poway High School Music Boosters; and Jack Mitchell, President of the Poway
Rotary Club~Vicki Lazowski. President of the Poway Chamber of Commerce.

Please be advised that the Poway Chamber of Commerce
will not be involved with the fireworks show for
Community Days on September 17, 1994.
After careful consideration and given the problems of
raising funds last year, we feel that our efforts would be
better placed in other projects for Community Days.
Besides, we all look forward to a big splash on the 4th of
July and know that the Community and City dollars can
only stretch so far.
