ACl'ION - , e: Clty\IegIlLat\CltyC nmnulu.sum JUL 1 9 1994 ITEM 8 CITY OF POWAY, CALIFORNIA MINUTES OF THE POWAY REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING JUNE 23, 1994 The June 23, 1994, meeting of the Poway Redevelopment Agency, adjourned from the June 21, 1994 regular meeting, was called to order at 4:37 p.m., by Deputy Chairman Emery at the City Council Chambers, 13325 Civic Center Drive, Poway, California DIRECTORS ANSWERING ROLL CALL Mickey Cafagna, Susan Callery, Bob Emery DIRECTORS ABSENT AT ROLL CALL Tony Snesko, Don Higginson STAFF MEMBERS PRESENT James Bowersox Executive Director John Fitch Assistant Executive Director Marjorie Wahlsten Secretary Warren Shafer Director of Redevelopment Services PUBLIC ORAL COMMUNICATIONS Deputy Chairman Emery explained the procedure for Public Oral Communications. There was no one present wishing to speak. There were no redevelopment matters discussed. ITEM 5 (701-09) REDEVELOPMENT ADVISORY COMMITTEE Chairman Tom Tremble, Duke Ayers, Alan Dusi, Fran Davenport, Darwin Drake, Peggy Lester, David Churchill, and Mary Mitchell were present from the Redevelopment and Housing Advisory Committee. Mr. Tremble stated the Committee had requested this meeting because they felt they needed some direction from the Agency and a clarification of their role in the redevelopment process. Agency agreed they have reached a plateau in their work and it will be two or three years before more bonds can be issued. However, as pointed out by Executive Director Bowersox, the best time for planning is before you have the money to spend, because the pressure to accomplish things is lessened. He likened it to being back in 1983 when the original Redevelopment Plan was adopted. A Pl an Update has been adopted with a $3.5 billion cap but it will be awhile before there are funds to spend. The list of projects in the Plan Update need to be validated and prioritized. 2005 JUl 1 9 1994 ITEM 8 - - Page 2 - POWAY REDEVELOPMENT AGENCY - June 23, 1994 - The sites recommended by the Committee in the Affordable Housing Strategy have been purchased and there is a need to analyze the best way to develop them, what type of units should be built, and who should manage them. There also will be a need to assist with the Poway Road Specific Pl an to maxi mi ze economic opportunities. Agency and Committee discussed the other City Committees and the work they are doing that interfaces with this Committee. The Housing Commission is responsible for the day to day operation of City-owned housing; the Parks & Recreat i on Commi ttee ; s pr; or; t i zi ng recreat i ona 1 facil ity needs, some of wh; ch wi 11 be redevelopment projects; and the Poway Road Specific Plan Advisory Committee is preparing a blueprint for Poway Road to increase its economic viability. Agency suggested a workshop in the fall with all Committees to di scuss goal sand responsibilities.
