SUBJECT: Amended City Council Minutes - September 20, 1988 and
October 18, 1988
ABSTRACT
On October 18, 1988, the City Council approved the minutes of the regular meeting of
September 20. Item 15.1 was left off of the listing of the Consent Calendar. Item
15.1 should read "Approved Apache Canyon Gang's temporary shooting permit for Community
Day, September 24, 1988."
On November 15, 1988, the City Council approved the minutes of the regular meeting of
October 18. Item 23(C) was left out of the minutes of that meeting. Item 23(C) should
read "Motion by Councilmember Kruse, seconded by Councilmember Brannon to adopt
Resolution No. 88-124 entitled 'A Resolution of the City Council of the City of Poway,
California, Supporting State Proposition 97 Which Restores Cal-OSHA, California
Occupational Safety and Health Program'." Staff recommends approval of these
corrections.

RECOMMENDATION
It is recommended that the City Council approve the corrected minutes of the regular

Springs Road extension to Rattlesnake Creek Canyon. (1110-04 )
3. Jim Keeley, 15815 Riparian Rd., Country Squi re Estates advi sory board
member to Green Valley Civic Association, spoke regarding Poway High
School traffic on Riparian Road at Titan Way, and showed a video tape.
4. Roger Sneed, 13255 Betty Lee Way, Poway Civic Association, announced a
community forum at Middlebrook School on September 21, 1988, at 7:30 p.m.,
to discuss the November ballot initiatives "FF" and "GG."

Motion by Councilmember Kruse, seconded by Councilmember Tarzy to approve the
Consent Calendar as follows:
9. Approval of Minutes - City Council:
August 30, 1988, Regular Meeting
11. Ratification of Warrant Register - August 31, 1988 (401-10)
12. Acceptance of public improvements and release of securities for TM 3951,
and G-190-84, North Poway, Ltd. (Mohler Corporation), applicant; located
on Del Poniente Road, west of Espola Road. (203-01) (602-01 #296)
13. Adoption of Resolution No. 88-104 entitled, "A Resolution of the City
Council of the City of Poway, California, Establishing the Placement of a
Four Way Stop at the Intersection of Gate Drive and Fairgate Drive, No
Parking Zone on the East and West side of Midland Road between Poway Road
and Fairgate Drive, and Extend the Existing No Parking Zone on the West
Side of Bowron Road an Additional 30 Feet Adjacent to the Exit Driveway
for Valley Elementary School." (1160-01 )
14. Approved continuance of report regarding traffic control on Stone Canyon

ORDINANCE 271 - SECOND READING
FOOD CATERERS AND CATERING EQUIPMENT RENTALS
Mayor Emery read the title of Ordinance No. 271, "An Ordinance of the City of
Poway, California, Adding Division IX, Sections 8.12.790 Through 8.12.860, of
Title 8 of the Poway Municipal Code, Relating to Food Caterers and Catering
Equipment Rentals."
There was no one present wishing to speak.
Motion by Councilmember Higginson, seconded by Councilmember Tarzy, to close the
public hearing, waive further reading and adopt Ordinance No. 271. Motion
carried unanimously on a roll call vote.

Allan Kozakiewiez, 13118 Alpine Orive, President of Poway Royal
- Mobilehome Park Homeowners Association, offered his and Board's
assistance to find a workable solution, stating that what staff is
proposing is not workable.
David Rinaldo, 13055 Corona Way, elected President of the Board of
Directors, requested that tenants, not just owners, be notified of
proposed changes like this that would have an impact on their life-
style. He also pointed out another drainage problem that is being
created by the new Community Road and by the road to Pomerado
Business Park's sales trailer.
Following discussion, Council requested a workshop be held on the
site to try to work out a solution.

Upon motion by Councilmember Tarzy, seconded by Councilmember Higginson, Mayor
Emery ordered the meeting adjourned. The time of adjournment was 8:15 p.m.
