ABSTRACT This report proposes the initiation on an amendment to the South Poway Specific Plan to establish outside storage uses and heavy industrial uses by conditional use permit on certain lots within the South Poway Business Park, clarify that land designated as OS (IDU) will be subject to the RR-A zone standards and make various other changes: - ENVIRONMENTAL REVIEW The initiation of specific plan amendments is not subject to the California Environmental Quality Act. FISCAL IMPACT None. BACKGROUND On June 7, 1994, the City Council/Redevelopment Agency received and filed a report on the South Poway Business Park analysis. As part of the discussion, the City Council considered the issue of locating lots that might be acceptable for ancillary outside storage or for heavy industrial users. On August 18, 1994, the City Council held a pre-development conference for Anytime Towing, a use that would i nvo 1 ve the outs i de storage of towed vehicles on property within the business park. The South Poway Development Standards currently prohibits outdoor storage uses such as building material/lumber yards, contractors yards, trash or refuse processing or distribution. The proposed amendment would establish outside storage uses and heavy industrial uses by conditional use permi t (CUP) on certa in lots within the LI (Light Industrial) and IP (Industrial Park) land use designations within the South Poway Business Park. On November 15, 1994, the City Council approved an amendment to the ordinance regulating the keeping of large animals and the conditional use permit process for small and large horse stables. One provision of the revised ordinance is that "after 90 days from the effective date of this ordinance, no Minor Conditional Use Permit (MCUP) nor Conditional Use Permit (CUP) shall be granted ACTION: 2 of 4 DEe 13 - - Agenda Report - December 13, 1994 Page 2 for the keeping of 10 or more animals except in the RR-A and RR-B zones or where an application for such a MCUP or CUP had been submitted and found to be complete prior to 90 days from the effective date of this ordinance". The South Poway Specific Pl an currently provides that Open Space (IDU) areas are subject to "rural residential" development standards. The new large animal provision makes it necessary to clarify whether it is the RR-A, RR-B or RR-C provisions that apply. FINDINGS The actions outlined above, and a comprehensive review of the Specific Plan, have led to the recommendation that amendments to the plan be considered. ENVIRONMENTAL REVIEW The initiation of specific plan amendments is not subject to the Cal ifornia Environmental Quality Act. P- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA INITIAT.ING SPECIFIC PLAN AMENDMENT 84-01Y WHEREAS, Chapter 17.47 (Specific Plan Regulations) of the Poway Municipal Code (Zoning Ordinance) provides for the initiation, preparation and adoption of speci fic pl ans in accordance with Sect i on 65450, et seq. of the Cal ifornia Government Code (Article 8. Specific Plan); and WHEREAS, Section 17.47.020.C (Initiation) of the Poway Zoning Ordinance provides that the City Council may initiate the preparation of, or amendment to, a specific plan on property by resolution; and WHEREAS, the requested amendment to allow outside storage uses and heavy industrial uses within the LI (Light Industrial) and IP (Industrial Park) land use designations has been researched by staff as directed by the City Council and input received from property owners within the business park as to certain lots for these types of uses; and, WHEREAS, another requested amendment would clarify which rural residential development standards wi 11 apply to that land designated as Open Space (1 dwelling unit); and WHEREAS, various other amendments wi 11 be proposed for Council- consideration. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Poway hereby initiates specific plan amendment (SPA 84-01Y) .
