Robinson, Traffic Engineer r\\l~ DATE: March 9, 1993 SUBJECT: Loading Zone on Garden Road in Front of Garden Road Elementary School ABSTRACT To accommodate safer passenger drop-off and pick-up in front of Garden Road Elementary School, the Traffic Safety Committee {TSC} recommends approval of a time restricted loading zone adjacent to the school. BACKGROUND This item was reviewed by the Traffic Safety Committee at their February 9, 1993 meeting. Ms. Kathy Cleveland, principal at Garden Road Elementary School, requested that a segment of the north curbline of Garden Road adjacent to the school be designated as a "loading zone". Her request is included as Exhibit A. Recently, several parents and members of the P.T.A. have expressed concerns about children making mid-block crossings on Garden Road in front of the school. They are worried that traffic speeds and volumes make these mid- block crossings hazardous for the children. FINDINGS Garden Road in front of the school is 45 feet wide with one lane in each direction. The road has curb, gutter, and sidewalk on the north (school) side and has no improvements on the south side. A site diagram is included as Exhibit B. The speed limit in front of the school is 25 mph while children are going to or leaving school and 35 mph at all other times. There have been no school related traffic accidents reported in the last three years. ACTION: ~ 1 of 6 MAR 9 1993 ITEM 7 . Agenda Report March 9, 1993 Page 2 The road is properly signed as a school area. The signs are clearly visible from both directions. There is a school crosswalk with appropriate signs and flashing beacons on the east leg of the intersection of Garden and Floral immediately west of the school. A school crossing guard is posted at the intersection before and after school. Staff observed traffic and parking patterns in the school area before and after school. School hours are 8:00 a.m. to 2:20 p.m. The morning starting time coincides with peak morning traffic, which causes moderate congestion around the school for approximately 25 minutes. Traffic volumes are moderately heavy again after school. The afternoon congestion lasts approximately 15 minutes. Parents are allowed in the school parking lot to drop off and pick up ch i 1 dren. There are 44 parking spaces available in the lot. Approximately one-third of the spaces are usually available for parent parking. The others are typically used by school staff. When the school lot fills, parents use the vacant lot across the street for overflow parking. This causes the need for children to cross the street. Because the school crossing and crossing guard is located westerly of the overflow parking, many children choose to "jaywalk" unassisted in a more direct route to the cars. Some parents escort their children across, but many children cross unassisted. The TSC agreed that the recommended action will provide better opportunity for student drop off and pick up on the school side of the road and improve pedestrian safety in the area. The loading zone would have minor impacts on long term school parking availability. FISCAL IMPACT Fiscal impact will be limited to occasional sign and curb marking maintenance. ENVIRONMENTAL REVIEW This action is exempt from CEQA requirements. Your knowledge, expertise and concern are appreciated. As we discussed, Garden Road will be encouraging parents to carpool through the use of the computer connection. In addition, we will suggest students be dropped off on Fairburn which runs behind the school. We are requesting the city investigate the possibility of painting a passenger only loading zone in the front of the school. This zone would extend from the fire hydrant at the entrance of the school to the existing fire lane at the beginning of the fence along Garden Road. This could help alleviate the double parking that happens on Garden Road and in our parking lot. NOW, THEREFORE, BE IT RESOLVED that in accordance with Section 10.28.190 of the poway Municipal Code, a "loading" zone is established on Garden Road in the following location: Loadina Zone Along the north side of Garden Road beginning 340 feet east of the easterly extended curbline of Floral Avenue, thence easterly a distance of 257 feet. This action supersedes and rescinds all previously approved restrictions within the area described above. PEOPLE PULL OUT OF THE VACANT LOT GOING IN ALL DIffERENT DIRECTIONS, WHICH ADDS TO THE DANGER Of WALKING IN THE STREET IN FRONT OF THE VACANT LOT. 2, THE LOADING ZONE SHOULD HELP TO REDUCE THE DOUBLE PARKlNG WHEN DROPPING Off AND PICKING UP CHILDREN. THIS IN COMBINATION WITH A DOUBLE YELLOW LINE CoUl.D HELP TO CONTROL WHERE THE U TURNS ARE MADE. 3, THE SCHOOL CROSSING GUARD REfERRED TO IN THE REPORT IS A GROUP Of 5TH GRADE STUDENTS WHO BRAVELY STEP OUT IN FRONT Of TRAffIC TO STOP THE CARS, THEY ARE OUR 10 YEAR OLD CHILDREN, NOT AN ADULT TRAFFIC DIRECTOR. WE FEEL THAT AN ADULT IN FRDNT OF THE SCHOOL DIRECTlflG TRAFFIC WOULD GREATLY IMPROVE THE ORGANIZATION IN FRONT OF THE SCHOOL, ~, THE STATEtlENT THAT ONE TH I RD OF THE PARK I NG SPACES ARE AVAILABLE fOR PARENT PARKING IS NOT PoSSIBl.Y ACURATE. WE HAVE ~~ SPACES AND 77 EMPLOYEES AT GARDEN ROAD SCHOOL. I AM A PARENT VOLUNTEER ONCE A WEEK IN 11Y SON'S CLASS. 1 CAN TELL YOU THAT ONLY ONCE THIS YEAR HAVE I BEEN ABLE TO PARK IN THE MAIN LOT AT 10,15 ON A THURSDAY MORNING. IT IS CoNSISTANTLY fULL. ON A BEAUTIfUL DAY LAST WEEK, I COUNTED 51 CARS PARKED IN THE VACANT l.oT. THIS NUMBER INCREASES WITH BAD WEATHER. TH I S ALSO DOES floT I NCl.UoE PEOPLE PARKING ON THE STREET. WE ARE ASKING fOR Off STREET PARKING, SUGGESTIONS INCLUDE PURCHASING OR LEASING THE VACANT LOT ACROSS THE STREET, OR PERHAPS THE COUNCIL WOULD PLEASE CONSIDER PROVIDING Off STREET PARKING fOR GARDEN ROAD PARK ADJACENT TO THE SCHOOl., THAT COULD DOUBLE TO PROVIDE PARKING FOR THE SCHOOL. THE ilAIN PARK USAGE IS ON THE WEEKENDS AND EVENINGS, 5. THE STATEMENT THAT "MANY PARENTS AND CHILDREN CHOOSE TO JAY WALK" IS THE REASON I INITIALLY GOT INVOLVED WITH THE SAfETY ISSUE. WHEN PARKING IN THE VACANT LOT, THERE IS NO OTHER SAfE ALTERNATIVE, TO WALK ALONG THE STREET TO A CROSSWALK THAT IS PLACE INCONVENIENTLY 1 BLOCK AWAY j fROM THE SCHOOL, IS REALLY NOT A SAFE Al.TERNATIVE.
