SUBJECT: Temoorarv Use Permit 93-03. San Dieao Bicvcle Club. Aoolicant:
A request for approval of a bicycle race to be held in the
South Poway Business Park on April 17, 1993.
ABSTRACT
The applicant is requesting approval of a temporary use permit for a closed loop
bicycle race in the South Poway Business Park.
The race wi 11 be held from 8:00 a.m. to 4: 00 p.m. on Apri 1 17, 1993. The
applicant expects 1,000 participants and spectators. The course will run
cl ockwi se on the foll owi n9 streets: Stowe Dri ve, Scripps Poway Parkway, and
Community Road. All roads and accesses to businesses in the South Poway Business.
Park will remain open. The traffic signal at Stowe Drive and Community Road will
be set on "fl ash" by the Sheri ff' s Department and a reserve sergeant wi 11 be
overseeing traffic at that intersection. Parking marshals will direct cars to
park on Danielson Street which will be blocked off by manned barricades.
The applicant has been advised that Scripps Poway Parkway will be open by this
time next year and traffic volumes will probably preclude holding future races
in this location.
Section 17.26.030.A of the Poway Municipal Code provides regulations for
temporary uses within the City. The code requires approval by the City Council
for major outdoor events.

FISCAL IMPACT
None. Funding for the services of the two sheriff's deputies will be provided
by the San Diego Bicycle Club.
FINDINGS
The proposed event is a mi nor temporary use of the 1 and wh i ch wi 11 have no
significant environmental impacts; therefore, the use is categorically exempt
under CEQA guidelines.
RECOMMENDATION
It is recommended that the City Council approve Temporary Use Permit 93-03
subject to the conditions contained in the attached resolution.

RESOLUTION NO. p-
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING TEMPORARY USE PERMIT 93-03
WHEREAS, Temporary Use Permit 93-03, San Diego Bicycle Club, applicant,
requests approval to hold a bicycle race in the South Poway Business Park; and
WHEREAS, on March 9, 1993, the City Council held a hearing on the above-
referenced item.
NOW, THEREFORE, the City Council does hereby resolve as follows:
Section 1: Environmental FindinQs:
Pursuant to the procedure of the City of Poway, implementing the
California Environmental Quality Act of 1970, the above-referenced project
is categorically exempt, Class 4(e} and 11(c}.
Section 2: FindinQs:
That the proposed use is in accordance with the purposes and standards of
Section 17.26.030 of the Zoning Ordinance.
Section 3: Citv Council Decision:
The City Council hereby approves Temporary Use Permit 93-03 subject to the
following conditions:
1. The bi ke race shall be conducted as shown on the approved
site/traffic plan on file in the Planning Services Department.
2. This approval shall become null and void the evening of April 17,
1993.
3. The applicant shall obtain an insurance bond indemnifying the City
of Poway from possible liability in an amount not less than $1
million,
4. Approval of this activity does not waive compliance with all other
sections of the Zoning Ordinance and other applicable ordinances
presently in effect.
5. Any barricades which block access to structures or roadways shall be
manned at all times by an adult capable of moving the obstruction
for emergency vehicles.
6. Temporary directional signs shall be located behind sidewalk areas
and placed so that they do not interfere with visibility for
,- vehicles. The signs shall not exceed two feet by four feet in
dimension and shall be weighted down to ensure stability.

7. At the cost to the applicant, two sheriff deputies shall be present
to monitor and direct traffic at Community Road and Stowe Drive and
at Community Drive and Scripps Poway Parkway.
8. Emergency vehicle access to any roads or buildings in the business
park are to remain open.
9. Street vendors shall obtain City business certificates from Customer
Services prior to the event.
10. Public streets, off-street parking sites, and areas within and
adjoining the proposed area for the event sha 11 be cleared of
debris, and litter after the event. Temporary signage, barricades,
cones, and any other evidence of the event shall be removed upon its
completion.
11. All electric works shall meet current code requirements.
APPROVED and ADOPTED by the City Council of the City of Poway, State of
California, this 9th day of March 1993.
