SUBJECT: Fourth of July Celebration
ABSTRACT
The City has sponsored a Fourth of July Celebration at Lake Poway for the past two
years. It is requested that the City Council advise staff on whether a Fourth of July
event should be held this year, and if so, what the event should include.

FISCAL IMPACT
The fiscal impact will depend on whether the City Cauncil decides to sponsor a Fourth
" of July Celebration, and the scope of the event.

Additional public notification sent to Sue Herndon, Fourth of July Committee
Chairperson, and Jack Mitchell , Fourth of July Committee.
RECOMMENDATION
It is recommended that the City Council advise staff on whether a Fourth of July event

SUBJECT: fourth of July Celebration
BACKGROUND
In 1991, President Bush sent a letter to communities throughout the country
requesting that each community sponsor some event to celebrate the homecoming
of American troops from the Desert Storm Campaign. The City was contacted by
representatives of the Chamber of Commerce, and it was decided to hold a
Fourth of July Celebration at Lake Poway to salute the men and women of our
country's armed services.
In 1992, the Fourth of July celebration activities were expanded to include
additional entertainment, booths, and games at Lake Poway, and a fireworks
display at Poway High School . Volunteer support from the Fourth of July
Committee was essential to the success of this event, both in terms of
volunteer assistance and fund-raising.
FINDINGS
The Fourth of July Celebration requires a financial commitment from both the
City and the Fourth of July Committee. Last year, the City spent f8>348 for
staff support, materials, supplies, and transportation. The General Fund
expenses were offset by E1,030 in booth rental receipts and E2,007 in
Transportation Development Act (TDA) funds.
The fourth of July Committee had a budget of approximately 315,000 from fund-
raising and event revenue to finance the fireworks and other support
activities.
Staff is recommending the following options:
1. Hold a Fourth of July Celebration at Lake Poway that also includes a
fireworks display at Poway High School .
2. Hold only the fireworks display at Poway High School .
3. Do not have either the Fourth of July Celebration at Lake Poway or the
fireworks display at Poway High School .

The first option will require the greatest volunteer and financial commitment.
If the event included only the fireworks, City staff support and necessary
staff expenses and volunteer assistance would be substantially reduced.
Depending on the scope of the fireworks display, a cost of 57,500 to 510,000
would still be incurred.
The Community Services Department has not included fourth of July Celebration
expenses in the FY 1993-94 budget, and there are no start up funds in the
current year's budget.
