ABSTRACT

filtration plant. It is recommended that the City Council receive and file this report.

Notice was sent to four property owners in the project area who spoke at the May 14,
1991 public hearing, to the Bridlewood Estates Property Owners Association, and to Wayne
Hallett, Junior Olympic Archery Development.

It is recommended that City Council receive and file this report.

Olympic standard archery range on a one acre site located in
the northwest portion of the Lake Poway Recreation Area
oppos ite the City's water fi ltrat ion plant, north of Lake
Poway Road.
BACKGROUND
On May 14, 1991 the City Council approved this conditional use permit for the
archery range. One condition in Resolution No. P-91-30 for this project requires
an annual review by the City Council to occur every six months during the first
18 months of operation. The archery range has been available for use about six
months now so this first review is being forwarded for City Counc i1
consideration.
FINDINGS
The CUP resolution was amended to restrict use to organized groups only, subject
to an application procedure to be established through the Community Services
Department, and a fee to be established at a later date by the City Council. The
Community Services Department has established a procedure and fee for use. Group
events require proof of 1 iabil ity insurance and the presence of a qual ified
archer at all times. The Junior Olympic Archery Development (JOAD) program has
been the primary user of the range thus far. Mr. Wayne Hallett, JOAD advisor and

cert i fi cat i on for interested persons. A $10 per year fee is assessed to
individuals wanting a range card. In order to qualify, they must pass the city
archery safety class or be certified as a competent archer. Safety rules are
prominently posted on the range.
The archery range is functioning as intended. Additional use is expected as more
persons graduate from the bas i c archery class and the archery safety class.
Community Services is offering the classes as part of their recreational
programs.
During this past rainy season, the heavy rains caused considerable erosion on the
range slopes and acceSS road. Planning, Public Services and Engineering Services
Department staff inspected the site and recommend:
1. Drainage improvements with underground piping and regrade pad areas as
needed to prevent future erosion activity.
2. Installation of gravel in wash out area on the east side access road.
3. Brow ditches above cut slopes in the event the hydroseeding is not
completely effective.
4 Additional planting of trees and plants on and near west and south slopes.
5. Consider topographic survey of site to establish as-built condition.
The Public Services staff plan to implement or supervise the implementation of
all measures except the last one by this summer. It is necessary that all
erosion control plans be implemented before October 1993. The Engineering
Services staff recommend the topographic survey as basel ine data for future
improvements to the archery range.
Additional trees, landscaping and irrigation were added to the west slope near
the Bri dl ewood Estates res i dences duri ng the Apri 1 1992 Earth Day volunteer
efforts. Hydroseeding was completed on exposed slopes, including the cut slopes
on the north end of the archery range. The nearby property owners mentioned the
need for more landscaping during consideration of the rezoning of the parcel on
which the archery range is located from OS-R to OS-RM in January and February
1993. Since February 1993, Publ ic Services staff planted a dozen eucalyptus
trees (15 gallon size) near the top of the west slope. As an Eagle Scout
project, 250 to 500 Australian tea plants will be planted on and near the west
slopes by summer 1993.
One concern of the adjacent property owners was the parking of vehicles in the
dirt area between their homes at the end of Blue Sage Road and the archery range.
That area has since been blocked off from parking by installation of equestrian
trail fencing.

A Negative Declaration with mitigation measures was issued on May 14, 1991 with
the approval of this CUP. The prior environmental determination is adequate for
this semi-annual review.
FISCAL IMPACT
Staff time and materials will be required to complete the erosion control plan
by October 1993. The City is collecting $10 per year for archery range cards and
archery range reservation fees based on a sliding scale of no charge up to $10
per hour plus a $1.50 application fee for public agencies, resident non-profit
groups, resident service organizations, residents, commercial and profit-making
usage, and non-resident, commercial or private usage.

Notice was sent to Linda Ahkami, Howard Shahan, Judy Schultz, and Tom Gasparini,
four property owners in the project area who spoke at the May 14, 1991 public

Ha 11 ett, JOAD.
RECOMMENDATION
It is recommended that the City Council receive and file this semi-annual report
on the archery range.

Range Rules
SAFETY RULES
All shooters must shoot from the same distance line
No one may move forward of the shooting line until all shooting has
stopped and arrows removed from all bows
No drawing of bows with arrows while behind the shooting line
Loudly announce any observed problem or dangerous situation and stop all
shooting
Shoot only at standard target bales (no hills, etc)
No crossbow shooting at practice bales
No broadheads
Be considerate of other archers
- no loud talk, music, etc.
- shoot only six (6) arrows at a time
RANGE RULES
All archers must check in with park security prior to shooting
All archers must have an approved organization card (and Range Usage
Permit) in their possession
Park in authorized parking areas only
No shooting before dawn or after dusk
. Supply and remove your own targets
Remove all litter

Dear Sirs.
I would like to submit our organizations views regarding the
current and future status of the poway Archery Range.
First let me begin by thanking the City and it's fine
departments for outstanding support in the efforts to create and
maintain this facility.
The range was created to promote Archery and to provide the
area youth with a new and previously unavailable activity. It has
succeeded in this effort and is growing at a better than expected
pace. I will list some very positive milestones regarding the
evolution of the Archery range.
1. Approximately one year ago Easton Aluminum donated a
storage container to the San Diego JOAn for placement on the
Archery Range. A verbal agreement between the city and JOAn set
the usage of the container to serve both the cities Archery efforts
as well as the JOAn's. The container is in place and has been
painted a landscape color to insure it blends in with the
surroundings. This container has proven itself to be a required
asset for our programs.
2. The San Diego JOAn has been using the range on the 2nd
and 3rd Saturdays of the month for approx 3 months and are growing
weekly in attendance. We are excited about the future and thankful
for this facility.
3. The city has conducted numerous conununity service class's
that have been positively received with more asked for.
4. A new Archery club was formed last week that is made up
primarily of poway residents, it has the purpose of supporting all
forms of Archery and the cities efforts in Archery. I will be
forwarding a charter, officer list and constitution to the city.
This club will be obtaining additional insurance that will
specifically name the city as landlord for the Range and thus add
another level of security to the city in it's Archery efforts.
5. I am currently exploring special community programs to
offer Archery activities to both the Senior Center and the poway
Schools.

6. Both the club and JOAD expect very soon to begin
conducting minor tournaments and fun activities that will surely
add to the overall enjoyment from this facility.
We have suffered some setbacks but are continuing to move
forward in the creation of a fully functional range. The below
listed items are listed as current needs and issues that are being
addressed.
l. Warning signs at the base of the hill around the range
were requested by the NFAA inspector, this was forwarded to the
city and is currently being worked on. Please note the range
passed the safety test, this was an additional precaution that the
inspector added to enhance safety.
2. The rains caused various problems to the range that will
require a minor grading to repair. A request has been submitted to
accomplish this and is being addressed.
3. I have been working with the Archery Manufactures
Organization for six months and submitted a grant request in an
attempt to obtain funding for the purchase of permanent and
tournament quality target systems. I just received notification
that the grant request was turned down, thus we must look to other
sources for this funding. The concern with permanent targets is
one of daily use, the range is not truly functional for practice or
day to day use without quality permanent target bales. To date
there have been two attempts to place unbound straw bales on the
range, this has created problems and is truly not functional. The
cost of a quality target system(one target) is approximately $140,
we feel twelve targets are needed.
4. The current trail/path to get from the Archery Range to
the parking and other park services is along a non standard walk
path that is exposed to traffic. I feel this is not truly a safe
route and would ask the city to set in a walk way that cross's just
inside the entrance gate. I feel this would be easy and economical
to install, we do not need a paved or special walkway, just steps
or a path with appropriate crossing signs.
5. The current range entrance is chained to prevent
unauthorized parking. I feel a change in policy regarding the
chaining would enhance support while not detracting from the
security. I am asking that the chain be opened during normal
operational hours. This would not change the parking policy but
make functional support for dropping off supplies easier and allow
for enhanced ranger access to insure appropriate auth9rized use.
6. The final item is the need for temporary or permanent
relief facilities at the range. A Porta pottie would greatly
enhance the activities at the range and most likely be a
requirement should the seniors begin a program at the range.
In closing I would again like to emphasize how happy we are

continuing efforts to support the activities.
