It is necessary at this time to determine that the project is of benefit to the Paguay Redevelopment Project Area, and that no other reasonable means of financing exists through the adoption benefit resolutions for the project. FINDINGS The Poway Creek Storm Water Detention Basin project provides for the creation of an earthen dam on property currently owned by the City. The project wi 11 result in reduced flooding and storm related damage downstream of the detention basin on property adjacent to Poway Creek. In addition, the project will have the result of reducing the cost of other needed drainage improvements along Poway Creek downstream of the basin within the Project Area. The lack of adequate drainage facilities has had a significant blighting impact on much of the property within the Project Area which is adjacent to Poway Creek. The Poway Creek Storm Water Detention Basin project is of benefit to the Redevelopment Project Area and surrounding community as it will improve the drainage conditions thereby reducing these blighting conditions. The location of the project is in the immediate neighborhood of the Paguay Redevelopment Project Area.
