ABSTRACf
On October 26, 1993, the City Council introduced and had the first reading on Ordinance
No. 422 - "An Ordinance of the City of Poway, California, Changing the Zoning
Classification of Certain Property (ZC 93-03B)." Staff recommends approval.
ENVIRONMENTAL REVIEW
The environmental assessment was contained in the report for first reading of the
ordinance.
FISCAL IMPACT
A series of development fees are anticipated with the development of a condominium
lroject. The exact amount and timing cannot be anticipated at this time.
ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE
Notice was published in the Powav News Chieftain prior to first reading of the
ordinance and a report was mailed to Bob Good of the Southwest Homeowners Association, ,
RECOMMENDATION
If the City Council desires'to adopt, read title and waive further reading of the
Ordinance by unanimous vote. Adopt Ordinance by a roll call vote.

ORDINANCE NO. 422
AN ORDINANCE OF THE CITY OF POWAY, CALIFORNIA
CHANGING THE ZONING CLASSIFICATION
OF CERTAIN PROPERTY (ZC 93-038)
WHEREAS, the City Council of the City of poway has approved a General Plan
Amendment 93-o3B amending the land use designation for an approximate 2.5 gross acre
site (APN: 317-232-6,7,8,9 and a portion of 5) located on the northwest corner of
Pomerado Road and Stowe Drive from Residential Apartment (RA) Residential Single
Family-2, (RS-2) to Residential Condominium (RC); and
WHEREAS, the City Council finds that the zoning classification of the property
should also be changed to maintain consistency with the General Plan as required by
Section 65860 of the California Government Code; and
WHEREAS, a properly noticed public hearing was conducted in accordance with
Section 65853, et seq., of the California Government Code and the California
Environmental Quality Act to consider this zone reclassification; and
WHEREAS, the City Council finds that proposed General Plan Amendment 93-03B
will not have significant adverse impact on the environment and hereby issues a Negative
Declaration.
NOW, THEREFORE, BE IT ORDAINED that the City Council does hereby amend
the City of poway Zoning Plan Map for the above described property from Residential
Apartment (RA) and Residential single Family-2 (RS-2) to Residential Condominium (RC).
Effective Date: This ordinance shall take effect and be in force thirty (30) days after
the date of its passage; and before the expiration of fifteen (15) days after its
passage, it shall be published once with the names and members voting for and
against the same in the Poway News Chieftain, a newspaper of general circulation
published in the City of Poway.

poway held the 26th day of October 1993, and thereafter PASSED and ADOPTED at a
regular meeting of said City Council held the 9th day of November, 1993 by the following
