SUBJECT: Award of Contract for the FY 12/13 Reline /Replace Sewer
Pipelines Project; (CIP #1829); Bid No. 14 -010
Summary:
This project includes the installation of one new manhole, two new end of line sewer
cleanouts, a two foot extension of an existing sewer main, and approximately__130 linear
feet of open trench spot repairs. These improvements are located on Tierra . Bonita
Road at Twin Peaks Road, Olive Tree Lane, and Allbrook Drive. The project also
includes approximately 2,851 linear feet of sewer main lining with top hat lateral
connections on Allbrook Drive, Francine Terrace, Boca Raton Lane, Olive Tree Lane,
and Tierra Bonita Road.
Recommended Action:
It is recommended that the City Council award the FY 12/13 Reline /Replace Sewer
Pipelines Project to Southwest Pipeline & Trenchless Corp., the lowest responsible
bidder, in the amount of $204,881.00.
Background:
This project is part of an annual program to reline and or replace sewer pipelines within
the City's wastewater system. The contract time for this project is 20 working days with
an Engineer's estimate of $235,000.
Findings:
Bids were opened on February 18, 2014. The following 5 bids were received:

Fiscal Impact:
There are sufficient funds in the project account ( #1829) for the award of this contract.
Environmental Review:
The proposed repair and maintenance of sewer lines at various locations is
Categorically Exempt from the California Environmental Quality Act (CEQA) as a Class
1(d) Categorical Exemption, pursuant to Section 15301 of the 2014 CEQA Guidelines,
in that the project-includes- repai, and - maintenance -of- deteriorated - existing -- City - facilities
to meet the current standard of public health and safety and that the repair and
maintenance involves no expansion of the existing use.
