SUBJECT: Award of Contract for the Oak Knoll Sewer Siphon Air
Jumper Project; (CIP #1801); Bid No. 14 -009
Summary:
This project includes the installation of approximately 925 linear feet of high- density
polyethylene (HDPE) air jumper pipe along the existing sewer siphon in Oak Knoll Road
between Pomerado Road and Poway Road. The work also includes the installation of
two HDPE manholes, rehab of an existing sewer vault lid, relocation of a fire hydrant
water service, and asphalt overlay.
Recommended Action:
It is recommended that the City Council award the Oak Knoll Sewer Siphon Air
Jumper Project to Palm Engineering Construction Co., Inc., the lowest; responsible
bidder, in the amount of $249,240.00.
Background:
This project is intended to address sewage odor along Oak Knoll Road as well as traffic
noise from the existing sewer vault lid. The contract time for this project is 40 working
days with an Engineer's estimate of $245,000.

Fiscal Impact:
There are sufficient funds in the project account ( #1801) for the award of this contract.
Environmental Review:
The proposed installation of an air jumper pipe at this location is Categorically Exempt
from the California Environmental Quality Act (CEQA) as a Class 1(d) Categorical
Exemption, pursuant to Section 15301 of the 2014 CEQA Guidelines, in that the project
includes repair and maintenance of an existing sewer pipe and associated facilities to
meet =the _ -- current- =standard= of._ public health and= safety --- and that--the -- repair -and -
maintenance involves no expansion of the existing use.
