The City has taken extraordinary steps to increase accountability of water use, practices, and policies. Through the City's computerized billing system all accounts are monitored to ascertain whether or not the account is meeting the prescribed conservation levels. Those accounts that do not meet the conservation - 5 - 8 of 19 F_r ,,,, Tr-. i9yc 1 : _..:. _ levels, as prescribed by the current stage of conservation, may be penalized according to the stage policies. Through inserts into account billings and notices placed on strategically positioned billboards, the City keeps the customers informed of the levels of conservation achieved for each week and month. These provide immediate indicators to the public for what will be required of them to meet the prescribed goals. Progress towards the attainment of the conservation goals is monitored and closely checked to find alternative and/or more exacting means of obtaining the goals. These tasks are generally handled by the City's Drought Assistance Response Team (D.A.R.T. ) that was established to educate the public about water conservation issues, to enforce existing programs, and to retrofit water using systems with more efficient conserving systems. Progress is usually evaluated through the account billing records. - 6 - 9 of 19 F.E i99 1', a;; .- APPENDIX " A " DRAFT ORDINANCE NO. 91- AN ORDINANCE OF 'THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA REPLACING CHAPTER 8 .94 TO THE POWAY MUNICIPAL CODE ENTITLED, "WATER CONSERVATION PLAN" WHEREAS, on October 27, 1987, the CityMCouncil°.°of °Poway adopted a water conservation program by Ordinance No. 243 ; and WHEREAS, the City Council finds that there exists a potential shortage of the general water supply, limited capacity in the San Diego County water Authority distribution facilities, and the potential for major failure of the supply and distribution facilities of the Metropolitan Water District of Southern California, the San Diego County Water Authority and the City.
