SUBJECT: Acceptance of Construction for High Valley/Del Paniente
Espola Roads Realignment (5239) and Rough Grading of
H111eary Park (5609)
ABBSTRACT:
Upon finat inspection of the pro�ects, staff finds the pro,�ects to be complete
except for portions of landscaping/irrigation system on Hilteary Park, which
were delayed due to heavy rain or were damaged due to flooding. In order not
to penalize the contractor it is recomnended that the Redevelopment Agency
approve acceptance oP the pro,jects, except for the landscape wark. 125% oP the
value of the remaining tandscape/irrigation work witl be hetd as surety.
BACKGROUNO:
On August 6, 1991, the Poway Redevelopment Agency awarded the contract for
construction of High Valley/Del Poniente/Espola Roads Realignment and Rough
Grading of Hilleary Park to West Coast General Corporation. The amount of
the contract was 5979,046.35.
FINDINGS:
Due to changes in the finat quantities, six additive and two deductive change
orders, the amaunt of the contract was reduced by $27,367.24 for a total
cantract amount of 5951,679.13.
Both projects are complete, except for portions of landscaping/irrigation
system on Hilleary Park. Recent flooding has damaged some of the iandscaping
irrigation lines. Staff decided to delay the remaining landscape/irrigation
work untii some time in Apri1 . The contractor has agreed with the request
to delay the remaining work and/or the repairs of the damaged irrigation lines.

FISCAL IMPACT:
Both projects were completed within available budgets. No additional funds
are needed.
ENVIRONIIENTAL IMPACT:
A negative declaration with mitigation measures were previously approved for
construction of the improvements. No additional environmental review is
necessary.
PUBLIC NOTIFICATION ANO CORRESPONDENCE: -
Standard distribution.
RECOMAENOATIONS: �
It is recortmended that the Redevelopment Agency:
1. Formally accept the improvements.
2. Authorize the City Clerk to file and record a Notice of Completion.
3. Authorize the payment for portion oP retention to the contractor
in the amount of b86,872.65, iP unencumbered, 40 days after filing
the Notice of Completion. The remalning portion of the retention
E29,625.95, which equals to 125X of the value of the remaining landsca-
ping/irrigatSon work, to be released upon completion of the work.
