The draft February 18, 2014 City Council Minutes were originally included in the publication and distribution of the March 18, 2014 agenda packet on March 7, 2014. Following posting and distribution, staff determined that further clarification was needed regarding Workshop Item 5.1 to articulate Council's intent. Therefore, revised draft February 18, 2014 Minutes are attached to this report. The Poway City Council sits as the Poway Planning Commission, the Poway Housing Authority, the Public Financing Authority, and the Successor Agency to the Poway Redevelopment Agency. Recommended Action: It is recommended that the City Council approve the revised Minutes of the February 18, 2014 Poway City Council Meeting and the Minutes of the March 4, 2014 Poway City Council Meeting as submitted. In response to an inquiry from Councilmember Cunningham, Director Manis explained that the permitting cost of a Minor Conditional Use Permit (MCUP) for the installation of a HAM radio antenna is currently $1,542. He further explained that the FCC states local government shall regulate the use as minimally and practicable as necessary. Councilmember Cunningham confirmed that staff plans to develop specific criteria that will be used when applicants request to install an antenna that is higher than what is allowable by the proposed ordinance. In response to Deputy Mayor Grosch, Director Manis explained that staff is recommending for any HAM radio antenna application in excess of 50 feet, a report be prepared by the applicant justifying the need for the additional height. He further explained that topography could be a possible cause for the necessity of an antenna height in excess of 50 feet. Mayor Higginson expressed his appreciation for the service to the Poway community. Councilmember Vaus expressed concerns regarding the language in the proposed Ordinance relating to the allowance of outdoor storage for equipment that exceeds the allowable 12 feet height limitation. Director Manis explained that the type of equipment that would be allowable under the provision referenced by Councilmember Vaus would be HVAC or similar equipment necessary for a business to operate. He suggested that the following wording be added to the Ordinance to clarify the types f equipment permitted: 1) All screening shall be a minimum of (8)�feet ;high, with a maximum not to exceed twelve (12) feet.
