CountrY Montessori School. Aoolicant: A request to add a 2,880 square foot modular classroom to the two acre school complex located at 12642 Monte Vista Road within the Commercial Office zone. The applicant also requests approval to increase the limit for the maximum student enrollment from 150 to 180. APN: 275-460-62 FINDINGS :,.. -- Historically in an effort to control potential noise impacts on the adjacent residentiai development, the school has been limited to a maximum number of 24 children in the rear yard play area for play activity at a given time. In recent years Country Montessori has grown and class sizes have increased. The school administrator advises that typical class size at Poway Country Montessori is 36 students. To accommodate increased classroom size, there is a need to increase the maximum number of children permitted in the play area also. The applicant after reviewing the project agenda report is requesting that the requirement limiting the maximum number of children permitted on the rear yard play area to 24 be revised to allow a maximum of 36 children. Staff is supportive of the request because over the past 7 years the City has not received any noise complaints concerning the school. In addition, an existing and proposed condition of approval for the use requires that the school construct an 8 foot high sound wall if a time comes that noise issues arise that cannot be resolved. Condition No.12 on page 3 of the proposed resolution has been revised to read as follows: I 1. Recess periods shall be staggered. 1 of 3 Jutll -~,_.. - .,,,_.~-,~---_._-_.__._,--_._- Agenda Report June 16, 1998 Page 2 ENVIRONMENTAL REVIEW The Negative Declaration with Mitigation Measures previously issued for the Montessori School on August 6, 1989, adequately addresses the potential environmental impacts of the proposed development. Further environmental review is not required. FISCAL IMPACT None. PUBLIC NOTIFICATION AND CORRESPONDENCE Public notice was published in the Poway News Chieftain and mailed to 100 property owners in the project area. In the original project agenda report it was stated that Country Montessori School canvassed the residential neighborhood located south of the property to share information about the proposed project. The school has since advised that because of time constraints and realizing that a project notice would be sent to neighboring property owners, the school did not get canvas the neighborhood. RECOMMENDATION It is recommended that the City Council approve CUP 91-08M(2) and DR 98-16 subject to the conditions contained in the attached proposed revised resolution. Attachments: A. The student drop off point shall be relocated to the exit driveway to eliminate vehicle queuing on Monte Vista Road. 4. To date a total of three (3) modular buildings have been approved for installation on the subject property. In the future no additional modular buildings shall be approved for installation on the property. As the approved modulars age, any replacement of these structures shall be with conventional construction. 5. All outdoor playing fields and areas shall be located on the northerly side of the property. 6. The westemmost driveway shall be utilized for ingress only with the easternmost driveway for egress to promote a counter clockwise traffic movement on-site. 7. A slump stone masonry wall with pilasters eight feet in height from the highest finished grade, along the southerly property line shall be deferred until the City receives noise complaints that cannot be resolved to the satisfaction of the Director of Planning Services. Said wall shall be built within 90 calendar days of notice or CUP 91-08M(2) shall be terminated and the site vacated within 60 days. The design, materials, and location of the wall are subject to the approval of the Director of Planning Services. 8. The school shall not use outside amplification systems except for necessary safety purposes and as a fire alarm system. 9. The school shall comply with the Small Animal Ordinance. 10. All excrement produced by any animals shall be placed in an airtight container and disposed of on a regular basis so as to control flies and odor. 11. The maximum student enrollment shall not exceed 180 students. 12. The maximum number of children permitted on the rear yard play area for play activity shall not exceed iii! at a given time.
