South Poway parkway - Proiect #5238
ABSTRACT
This project provides for the design and construction of the South
poway parkway from pomerado Road west. It is recommended that the
City Council/Redevelopment Agency adopt the attached Benefit
Resolutions (Attachments 1 and 2) authorizing expenditure of funds
for the project.
DISCUSSION
This project provides for design and construction of the horizontal
and vertical alignment of the roadway South poway Parkway (renamed
South poway Expressway Alternate 8) from the western limits of the
pomerado Business Park to a point 1.2 miles west of the City
limits. This is a cooperative effort with the City of San Diego,
and various developers to design and build a link from Mercy Road
interchange to the South poway Arterial.
This regional roadway is the newest cross-county link which when
complete will carry traffic from State Highway 67 to the Mercy Road
interchange at Interstate 15.

FISCAL IMPACT
The project cost of $8,800,000 has been allocated within the Fiscal
Years 1987-1992 budgets, to be obtained from RDA funds.
FINDINGS
This project is of benefit to the Redevelopment Project area in
that (1) it is this community's portion of a regional roadway
connecting East and West County improving traffic circulation and
thereby reducing congestion and air emissions within the ,central
county region, (2) it is a necessary measure to improve access to
the pomerado Business Park, the City's primary redevelopment
undertaking.
RECOMMENDATION
It is recommended that the City Council/Redevelopment Agency adopt
the attached Benefit Resolutions authorizing expenditure of funds
for the project.

A RESOLuTION OF THE CITY COUNCIL OF THE CITY OF POWAY,
CALIFORNIA, DETERMINING THAT THE EXTENSION OF
SOUTH POWAY EXPRESSWAY WEST CITY LIMIT TO BE OF BENEFIT
TO THE PAGuAY REDEVELOPMENT PROJECT
WHEREAS, the poway Redevelopment Agency wil1 undertake the
extension of South poway Expressway west from Pomerado Road to a
point 1.2 miles west of the City limit (5238); and
WHEREAS, the proposed proj ect is wi thin the paguay
Redevelopment Project and pursuant to the Redevelopment Plan ror'
the project, which Redevelopment PIan was adopted on December 13,
1983 by Ordinance No. 117 of the city council; and
WHEREAS, section 33445 of the California Health and Safety
Code requires the Agency to determine the issue of benefit to the
paguay Redevelopment Project prior to expenditure of funds and that
no other reasonable means of financing are available; and
WHEREAS, the extension of the expressway will provide for more
efficient movement of vehicular traffic by providing a segment to
a regional roadway which will eventually connect State Highway 67
and Interstate 15 at Mercy Road interchange; and
WHEREAS, the extension will also provide needed highway access
to the Pomerado Business Park, a major redevelopment project.
NOW, THEREFORE, BE IT RESOLVED, by the City council of the
City of poway as follows: '
1. The Council finds that the extension of South poway
Expressway is of benefit in that (1) it provides for
improved vehicular movement, and 2) provides access to
and from the Pomerado Business Park.
2. The Council determines that pursuant to Health and Safety
Code 33445, (1) the extension of the South poway
Expressway is of benefit to the Project area and
neighborhood in which such property is situated; and (2)
no other reasonable means of financing the project is
available to the city of Poway.
APPROVED and ADOPTED by the city Council of the city of Poway,
California, this 23rd day of June 1992.
