SUBJECT: Evaluation of a Community Contribution Request
from the Orange Crush Baseball Club
AHSTRACT
In response to the Orange Crush Baseball Club's request that the
City consider donating funds to assist the 16 member baseball
club in attending the Continental Amateur Baseball Congress 1992
World Series for fourteen year old boys in Dublin, Ohio, it is
being recommended that the City Council donate $500 to the Orange
Crush Baseball Club.
BACRGROLJND
On July 14, 1992 , the Business Manager of the Orange Crush
Baseball Club, Dick Lyles, contacted the City to request that the
City consider donating funds to help the Poway baseball club
afford a trip to the Continental Amateur Baseball Congress 1992
World Series in Dublin, Ohio. The Orange Crush Baseball Club won
the 1991 CABA World Series in Nebraska and have recently become
the 1992 California State Champions.
FZNDINGS
As provided in Attachment A, the twelve day CABA 1992 World
Series is scheduled to begin August 7, 1992. Mr. Lyles has
estimated that it will cost the 16 member club $750 per person
(airfare $300; lodging $200; meals $200; and ground
transportation $50) . Since the club members have been raising
money throughout the regular session to afford uniforms,
equipment, league registration fees, umpires, and insurance, it
is the goal of the baseball club to raise $8, 000 through
sponsorships. The club is requesting that local organizations
donate $500.

Based upon the City's Community Contribution Policy for
Educational and Non Profit Programs which is provided in
Attachment B, the Orange Crush Baseball Club is eligible to
receive funding from the City of Poway. Since the Orange Crush
Baseball Club is non profit oriented and involves Poway
residents, the Club's proposal meets the City's contribution
criteria.
FISCAL IMPACT
As part of the budget process for Fiscal Year 1991-92 , $5, 000 was
appropriated from the General Fund for community contributions.
As of July 1, 1992 , no funds have been expended for community
contributions.
PUBLIC NOTIFICATION AND CORRESPONDENCE
In addition to the standard distribution, Dick Lyles of the
Orange Crush Baseball Club has been informed of this agenda item.
Mr. Lyles' letter to the City dated July 14, 1992 is provided in
Attachment A.
RECOMMENDATION
It is recommended that the City Council donate $500 to the Orange
Crush Baseball Club to assist the Baseball Club in attending the
Continental Amateur Baseball Congress 1992 World Series in
Dublin, Ohio.

Because the World Series commencee on Auguet 7th, we're under
tremendous pressure to raise money Yor travel expeneee as soon ae
possible. If we're not eucceseful, it's likely that at leaet one oY the
Poway boys might not be able to make the trip.

The Orange Crueh Baseball Club o4 Powaq, CA, ie actively
soliciting sponeore in order to help deYray the coate oP participating in
the Continental Amateur Baseball Congreee (CABA) 1992 World Series for
Pourteen year .olde. During Fourth of July weak-end, the team competed
against 9 other teams representing other regions oY California to emerge
ae the 1992 CaliYornia State Champione. Last year the team won the
thirtaen yearrold CABA World Series in Nebraeka.
Thie year's World Series is in Dublin, OH. The coet for each boy
to attend the twelve day event ie approximately 5950, including airfare
($300), lodging ($200), meals ($200), and ground tranaportation coata
($50). During the regular seaeon the boys already worked hard to raiee
money to pay Yor uniforme, league registration feea, umpires, equipment,
and ineurance. A number of the boye come from low income householde
and cannot afford the coat of the tournement.
Because oP the short time frame between the etate tournament and
the World Series, there aren't a lot of fund raieing optione. The Crueh
ie actively soliciting donationa to help defray the coet so that all 16
membera of the team can participate in what may be the experience of a
liPetime. It is an experience that each member oY the team hae worked
hard to achieve.
Our goal Por sponeorships ie to raise ;8,OOQ. Accordingly, we are
asking a number oP organizations in the area to donate 5500.
If it's not posaible for you to achieve this level of giving,
naturally we'll underetand. Be aesured that the boye will be
tremendously gratelulfor whatever level of support you can contribute.

COMMONITY CONTRIBOTIONS POLICY FOR EDIICATIONAL
AND NON PROFIT PROGRAMS
I. PIIRPOSE
The purpose of this policy is to establish a formal procedure for
allocating funds to community groups requesting contributions
from the City of Poway for educational or non profit programs.
II. ELIGIBILITY
City contributions shall be considered for one-time educational
or non profit programs which benefit and involve Poway residents.
Reoccurring educational or non profit programs shall not be
eligible to receive fundinq. All funding requests must meet one
of the following criteria.
A. School activity or educational program for school
groups.
B. Printing of non profit or educational materials to be
distributed to Poway residents.
C. Non profit community oriented programs or events.
III. PROCEDURE
A. Annually, the City Council shall appropriate Community
Contribution funds for educational and non profit
programs in an amount to be determined through the
budget process.
B. Funding requests for educational or non profit programs
shall be presented to the City Council in writing.
Funding requests may be presented to the City Council
throughout each fiscal year.
C. Within a thirty day (30) period, staff shall prepare an
evaluation of each funding request presented to the
City Council.
D. The City Council shall review funding requests on a
case-by-case basis and determine the amount granted for
those requests based upon funds remaining for Community
Contributions. Community Contributions shall be
available until all Community Contribution funds have
been allocated.

E. Community Contributions may be allocated by the City
Council in the form of a donation or loan. Loans must
be either repaid in full to the City within a specified
period of time or repaid through a specified amount of
community service hours.
F. Payment for approved contributions shall be based upon
the timing of the educational or non profit program
expenditures.
