In order to proceed in an orderly, timely fashion, two potential sites are submitted for a pre-development conference with the City Council. It is noted that churches now being established by the Presbytery of San Diego have the following prof1le: I) Attain membership of 1,000 - 1,200 within the development period 2) Minimum site of five (5) acres 3) A major thrust from the very beginning would be to assess communi~ needs and ways of meeting them. 4) Pre-school and/or day care would be an early pan of the program If further information is required prior to the conference, you may contact us at 573-1661. " '/j , ~ OF tlNDERSTANDIm City COuncil for the City of PcMay, hereinafter referred to as "City" and Presbytery of San Diego , hereinafter referred to as "Proponent" enter into this Agreement of Understanding based upon the following facts: - , Proponent owns or has an equitable interest in land described by tax assessor's parcel number(sl 31747222 and 31721104 Proponent desires to develop this property in accordance with the will of the city and without the expense of a protracted develo~t. City is concerned that Propollent will create developrent plans unsatisfac- tory to City and consUIle t.i.IrE and ,effort of City ~loyees needlessly on unsatisfactory developnent plans unless City assists in directing Proponent. Based upon the abov~tioned facts, City will grant Proponent a hearing prior to filing any application for developnent upon the following understand- ing: A. City will render no decision with regards to any developnent proposal or part thereof. B. City will. receiv~ no evidence, specific in nature, in support of a particular developnent plan. C. City will IIake no representations that will obligate the City to render a decision in favor of or against any developnent proposal or part thereof Proponent nay subsequently sul:mi.t. D. If any developnent proposal is subsequently sul:mitted, Proponent will proceed at its sole and exclusive risk with the understanding that City has nade no representations upon which Proponent nay rely.
