Item 6 - ADDITIONAL MATERIAL Public Hearing on TPM 91-11 - , �:�TRf�UTED �.���/.,� ��y��- — Public Nearing on City of Poway Tentative Parcel Map 91•11 , 10 November 1992: Members of the Ciry Council, Staff, Ladies and GeMlemen. My name is Thomas Nodes. t live at 13951 CaNary Road in Poway. My partner Philip Metrovich,our engineers, H L Land Devebpment,and I have assembled the tentative map before you for three eighteen to twerrty tive acre single family home parcels plus a twerrty one acre open space tract to be deeded to the city. This is a small very high quality projed which I believe you will find closely matches the envisioned intent for this RR-A zoned rural area with single family homes in natural settings. I am particularly excfted about this map as my wife and I intent to build our own home on one of the parcels where we can enjoy the unique rural atmosphere ot this area of Poway. We have been working on this project with the assistance of the c'rty staff for the past three years, and I would like to thank them for their assistance and willingness to help a neophyte such as myself through the maze of regulations and papervvork, and for establishing the new procedures and standards necessary for this small unique project. In particular I would like to thank our planner Kris Gridley and city engineer Alan Schuler without whose help we could not have developed this map which so completely benefits the environment and the city while at the same time providing for three homes set among this beaut'rful rural environmern. In addition, our immediate neighbors to ihe site, Gene and Lisa Swiech, John Hilsabeck, and Don and Barbara Cook have been very helpful in iheir support, advice, and friendship lhroughout this effort, and we are looking forward to joining them as neighbors. Though the result will be well worth it,ihe ettort has been long and detailed, including drilling wells, septic approvals, aerial mapping and slope analysis, road and grading plans, environmeMal and archeological studies. With the council's approval this eftort'will continue with the detailed planning and bonding required for final map and finally the constructions of roads and other infrastructure. From my experience thus far, I would enCOUrage you,the council,to do your part to ease the arduous effort required to establish this type of small rural enclave as envisioned in the City General Plan for this RR-A area. The resutt of all of this efforl, I believe you will agree, is a Tentative Map oi the highest qualiry and very complete technical detail and which provides signNicant benefits to the city and the environment including the deeding of over 2t acres of open space along a wildlHe corridor which the city is developing. This is in addition to the establishment of an additional nine acres ot on site open space on the remaining three parcels(or a total of 30 acres (36%of the total projecl) of strid protection of natural resources. This is in addition to a three acre grading limitation on each lot which turther protects the natural habitats. The extensive all weather roads called for and the installation of utilities and existing tested wells further enhance the quality of ihis project and maintain the high level of public safety set forvvard by the City of Poway. You will firxi that sign'rficant details on these improvements has been provided to the city as part of this tentative map. Based on this extensive work I feel confident that this project will be a significant enhancement to the city of Poway, and my w'rfe and I look forvvard to enjoying this area which will retain it's rural flavor throughout our lifetime. ������� Dr Thomas A.
