Streeter, Assistant Director of Planning PLANNER: Oda Audish, Planning Intern~ DATE: February 26, 1991 SUBJECT: Temporary Use Permit 91-05, Inamori Golf Classic, LPGA, Applicant: A request for approval of a golf tournament to be held at StoneRidge Country Club, March 3 - 10, 1991. ABSTRACT The applicant is requesting approval of a temporary use permit for the Inamori Golf Classic, a Ladies Professional Golf Association tournament. The event is to be held at the StoneRidge Country Club. The proposed event meets all the applicable City standards and approval is recommended subject to conditions. BACKGROUND Section 17.26.030.A of the poway Municipal Code provides regulations for temporary uses within the City. The Code requires approval by the City Council for major outdoor events or enterprises. DISCUSSION This is the fourth year for the golf classic. This year the StoneRidge Country Club is joined by the Carmel Highland Golf and Tennis Resort in hosting this event. The majority of the individual events are scheduled to take place in poway. ACTION: ____ 1 of 6_____ _ ______ tEB 261991 ITEM 1,:' Agenda Report February 26, 1991 Page 2 This year's golf classic is scheduled to begin on March 3 and actual tournament play will start on Thursday, March 7. The event will be held during the daylight hours starting at 7:00 a.m. (see Attachment 2 for scheduled events). Tournament organizers estimate that the maximum attendance for the entire week will be in excess of 35,000. The maximum daily turnout on the weekend may range from 5,000 to 8,000. The applicant proposes to use a number of business parking lots and vacant lots, as well as public streets for parking. ENVIRONMENTAL REVIEW The project use is categorically exempt from the California Environmental Quality Act under Class 4(e) and ll(c). FISCAL IMPACT None. RECOMMENDATION It is recommended that the City Council approve Temporary Use Permit 91-05 subject to conditions contained in the attached resolution. P- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA APPROVING TEMPORARY USE PERMIT 91-05 WHEREAS, Temporary Use Permit 91-05, Inamori Golf Classic, applicant, requests approval to hold a LPGA golf tournament at StoneRidge Country Club; and WHEREAS, on February 26, 1991, the City Council held a hearing on the above-referenced item. NOW, THEREFORE, the City Council does hereby resolve as follows: Section 1: Environmental Findinqs: Pursuant to the procedure of the City of poway, implementing the California Environmental Quality Act of 1970, the above- referenced project is categorically exempt, Class 4(e) and U(C) . Section 2: Findinqs: -- That the proposed use in accordance with the purposes and standards of Section 17.26.030 of the zoning Development Code. Section 3: City Council Decision: The City Council hereby approves Temporary Use Permit 91-05 subject to the following conditions: 1- The tournament and related off-site parking shall be conducted as shown on the approved location map on file in the Planning Services Department. 2. This approval shall become null and void on March 11, 1991. 3 . The applicant shall obtain an insurance bond indemnifying the City of poway from possible liability in an amount not less than $1 million. 4. Approval of this activity does not waive compliance with all other sections of the zoning Ordinance and other applicable ordinances presently in effect. 5. Public streets and areas within and adjoining the proposed parking for the event shall be cleared of debris and litter on a daily basis. Temporary signage, barricades, cones, and any other evidence of the event shall be removed upon its completion. 3 of 6 FIB ;; ~ 1941 I1EM l,- -" --- ------- .-----~-~-'---- Resolution No. P- Page 2 6. No on-street parking shall be permitted along Espola Road. No parking shall be permitted along Old Coach Road from the corner of Espola Road to and including the north driveway of the Fire Station. 7. Erosion control shall be re-established on any dirt lots used for temporary parking. 8. The applicant shall contact the Sheriff's Department prior to the event to determine the specific needs for traffic control on Espola Road. The cost of providing Sheriff Department personnel for traffic control shall be borne by the applicant. 9. All tents shall have a State Fire Marshal Certificate of Flame Resistance and approval. 10. All tents to be erected must have building permits and inspections prior to use. 11. Fire access roadways shall not be blocked. 12. Fire extinguishers shall be placed at locations determined by the Department of Safety Services 13. All electric works shall meet current code requirements. 14. The applicant shall obtain any necessary County Health Department approvals for the proposed food concessions. 15. Temporary directional signs shall be located behind sidewalk areas and placed so that they do not interfere with visibility for vehicles. The signs shall not exceed two feet by four feet in dimension and shall be weighted down to ensure stability.
