ABSTRACT
On March 16, 1991, bids for the implementation of the 1991/1992
City Weed Abatement Program were opened. It is recommended that
the bid be awarded to Eaton Field Maintenance of Escondido,
California.
BACKGROUND
Bid proposals were requested from contractors interested in
removing vegetative growth or debris from private properties
that when dry, is a fire hazard or fire nuisance in the City of
poway. Two bids were received, one from Eaton Field Maintenance
of Escondido and the other from Bradford's Tractor Service of
Vista.
The City's ongoing Weed Abatement Program has been in effect
since 1982. Property owners are sent notices to have weeds on
their property abated. If the property owner does not comply,
the contractor chosen to implement the program will complete the
abatement.
The properties requiring abatement vary in size, from small lots
to large acreage. The abatement procedures include discing,
some mowing, and hand cutting. Experience in this area is an

FINDING
Several cities throughout the San Diego County area have
recently awarded weed abatement contracts to other contractors.
It has been generally found, there is a fear of over extension
among these contractors. For this reason, only two ( 2 )
contractor's bid on our proposal. Each contractor's bid
proposal is attached (Exhibit !lA" and Exhibit "B") .
Based on prior years of experience of the approximately 400
parcels this City abates each year, we have estimated the total
cost of each contractor's proposal.
Eaton Field Maintenance $29,303.00
Bradford's Tractor Service $29,682.00
RECOMMENDATION
It is recommended that the City Council award the bid for weed
abatement to Eaton Field Maintenance of Escondido, California.
