BACKGROUND
On April 9, 1991, Council established a working group to study commercial land use
designations along poway Road. The attached memorandum to Council outlines the
conclusions and recommendations of the committee.
RECOMMENDATION
It is recommended that the City Council receive and file the attached report.

SUB lECT: Recommendations Concerning Land Use Categories on poway Road
BACKGROUND
At the April 9, 1991 City Council meeting, staff presented a report suggesting that some
changes to commercial land use designations along Poway Road be considered as part
of the General Plan update, Representatives of the Chamber of Commerce suggested
that the matter be given further thought prior to action.
Council directed that a working group be formed consisting of two representatives each
from the Redevelopment Advisory Committee, the Business Advisory Committee, the
Chamber of Commerce and the City Council. This group has met twice and presents the
following report of its conclusions and recommendations to Council.
CONCLUSIONS
Although the Poway Road Specific Plan has not yet been prepared, many improvements
have been made to poway Road since incorporation including landscaped medians,
implementation of the sign ordinance, construction of new commercial centers to higher
design and landscaping standards, and upgrading of some existing centers through
remodeling and installation of additional landscaping. These changes are consistent with
expected provisions of the specific plan.
Existing development and current and future traffic volumes significantly restrict the
choices that are available for future improvements along poway Road. We must accept
the reality of strip, highway commercial development while striving to make it as high a
quality as possible.
With these constraints, it will not be possible to create a "downtown" along Poway Road;
however, there is a possibility to do this in the Old poway area.
RECOMMENDATIONS
1. The Committee recommends that there be an advisory committee formed to assist
with the preparation of the Poway Road Specific Plan.

2, The committee recommends that any changes to land use categories or general
Plan policies concerning poway Road be made in conjunction with the preparation
and adoption of the poway Road Specific Plan rather than at the present time.
3, The committee recommends that the following options be considered in
conjunction with the preparation of the Specific Plan:
a, Creation of a land use category/zone encouraging auto related uses along
poway Road east of K-Mart (or limiting the area to such uses);
b. Prohibition of additional grocery stores, liquor stores, and drug stores in the
area of poway Road from K-Mart to Quate Court.
c. Creation a Commercial Shopping Center zone.
d. Identification of under-utilized areas and strategies for their revitalization,
e. Ways to use Redevelopment money as "seed money" to attract desirable
uses such as additional restaurants,
f. Creation of a "restaurant row" area.
g. Consideration of ways to encourage grouping of like-uses to allow them to
be more complementary to one another.
4. The Business Advisory Committee should continue to work on the poway Road
signage program. It should be tied with the Specific Plan but should not be
delayed to coincide with it.
