Summary:
The City Council considered the installation of an all way stop control at the intersection
of Martincoit Road and Stone Canyon Road on December 3, 2013 and referred the item,
back to staff for further analysis and consideration by the Traffic Safety Committee
(TSC). On February 26, 2014 the City's TSC supported staff's recommendation for an
all -way stop control at this intersection. The proposed all -way stop is recommended
pursuant to the California Manual on Uniform Traffic Control Devices (MUTCD) based
on corner sight distance and the similar operating traffic conditions on Martincoit Road
and Stone Canyon Road.
Recommended Action:
It is recommended that the City Council adopt the Resolution (Attachment A) approving
an all -way stop control at the intersection of Martincoit Road and Stone Canyon Road.
Background:
On May 7, 2013 during the discussion on the 2013 Traffic and Engineering Survey,
which included a proposed increase in the Martincoit Road speed limit from 30 mph to
35 mph, the City Council requested that staff investigate the possibility of an all -way
stop control at the intersection of Martincoit Road and Stone Canyon Road. Several
Martincoit Road residents requested the all -way stop due to safety concerns. The
existing intersection control is a stop sign for the Stone Canyon Road approach to the
three -way or T- intersection with Martincoit Road. Attachment B depicts the subject
intersection and proposed improvements.
On June 11, 2013 while Painted Rock Elementary School was in session, staff collected
traffic volumes at all three legs of the subject intersection. The traffic data is used to
evaluate the need for an all -way stop control based on the volume criteria.

On December 3, 2013 staff recommended the installation of an all -way stop control at
the intersection to the City Council. After receiving comments from the public, both in
favor and opposed, and discussion by the Councilmembers, no action was taken and
the item was referred back to staff for further analysis and for further consideration by
the TSC. The City Council was concerned that the measured sight distance had been
determined based upon speed survey data taken at some distance from the
intersection. Per the MUTCD speed survey data should be taken at an unimpeded
portion of the road and in this case was not measured near the intersection. The
Council also asked staff to investigate possible traffic calming measures for Martincoit
Road.
The 85th percentile speeds used in previous reports, approximately 39 mph, was from
the 2013 speed survey. Based upon City Council direction at the December 3`d City
Council meeting, on January 29th & 30th, 2014, speed data was collected closer to the
subject intersection. This data was collected at five locations. The speed data was
recorded in each location for a length of time that provided information on at least 100
unimpeded vehicles. The 85th percentile speeds were measured as follows:

Attachment C shows the locations where the speed data was collected and the results
of the survey.
It was previously reported that in the past three years, between June 2010 and May
2013 there has been one reported accident at this intersection. The incident involved
an overturned single vehicle. There have been no additional reported accidents at this
intersection through December 2013.
Findings:
On October 4, 2005 the City Council approved Resolution 05 -086, adopting Section
213.05 "Stop Sign Applications" and Section 213.07 "Multi -Way Stop Applications" of the
California MUTCD as the guideline to evaluate intersections for all -way stop controls.

The noted MUTCD guidelines from Section 26.07 identify two groups of conditions
where an all -way stop control can be installed:
1. Should Conditions
Conditions when all -way stop controls "Should" be used involve minimum traffic
volumes, number of accidents, and locations where traffic signals are justified.
2. May Conditions
Conditions when all -way stop controls "May" be used involve a need to control
left -turn conflicts and /or vehicular and pedestrian conflicts, lack of sight distance,
and local collector intersections with similar design and operating characteristics.
The subject intersection of Martincoit Road and Stone Canyon Road does not meet any
of the criteria under the "Should" conditions due to its low traffic volumes and number of
accidents per year.
Under the "May" conditions, Martincoit Road and Stone Canyon Road have the same
classification per the City's Transportation Master Element, Local Collector, with
approximately equal traffic volumes, around 2,500 ADT. They also have similar
prevailing (85th percentile) speeds, and both have the same posted speed limit of 35
mph. These similarities in roadway characteristics and operating parameters between
Martincoit Road and Stone Canyon Road, qualify the subject intersection for an all -way
stop control pursuant to Section 26.07 of the MUTCD.
Additionally, sight distance was re- evaluated. The existing corner sight distance for
Stone Canyon Road drivers turning left (north) on Martincoit Road is approximately 220
feet to the south and over 500 feet to the north. The California Highway Design Manual
calls for a recommended corner sight distance of 374 feet and a minimum corner sight
distance of 240 feet for an intersection of two public streets with an approach speed, on
the uncontrolled approach, of 34 mph, the recently measured 85th percentile speed
taken in the northbound direction approximately 70' north of the intersection. This is the
lowest measured speed of cars travelling from the direction where sight distance is a
concern. The existing corner sight distance of 220 feet to the south does not meet
either of the two corner sight distances (recommended or minimum) called for in the
California Highway Design Manual, using the measured 85th percentile speed.
The all -way stop control would include stop signs with advance warning signs at all
approaches. The north -bound advance warning sign, located south of the intersection,
would be installed with a solar powered flashing beacon.

Traffic Calming:
Staff also investigated options for traffic calming on Martincoit Road. There are two
levels of traffic calming that can be used. Level 1 measures do not involve major
physical changes to the street. These include education, enforcement, signage, and
striping. Traffic calming measures that are commonly used include pavement edge
lines and intersection warning signs. Both of these measures are already installed on
Martincoit Road.
On Martincoit Road, in the southbound direction, there are currently three speed limit
signs and pavement legends (painted speed limit on roadway) located just after each of
the major intersections, Espola Road, Rostrata Road, and Stone Canyon Road. In the
northbound direction they are located in two places, just after the beginning of Martincoit
Road at Orchard Gate Road and approximately half -way between Stone Canyon Road
and Rostrata Road. Staff recommends that the sign and legend located between Stone
Canyon Road and Rostrata Road be moved to just north of Rostrata Road and a new
sign and legend be installed just north of Stone Canyon Road. Providing the additional
speed limit signage would provide additional notification to drivers of the posted speed
limit. It would also provide consistency along the road for the posting of speed limit
signage. Per the MUTCD, regulatory signs should be used conservatively because
these signs, if used to excess, tend to lose their effectiveness, so only one additional
sign is recommended.
Additionally, property owners concerned about speeding can place a yard speed sign
(non - commercial message sign) in their yard adjacent to the road. These signs must
comply with the Poway Municipal Code Section 17.40.090.D Exempt Signs. The City
does have approved signs available to the public, at no cost.
Vehicle Speed Feedback (VSF) Signs are another traffic calming feature. The general
guidelines for a VSF sign are that the road be identified as an arterial or collector in the
City's Transportation Master Element and two or more of the following: a) 85th percentile
speed is more than 8 mph over the posted speed; b) lack of sight distance or major
change in roadway geometrics; c) major change in land use or environment; d) entering
the City; e) entering a school zone; or f) where engineering judgment indicates that the
sign is appropriate. There is currently one VSF sign on Martincoit Road in the
northbound direction, located approximately 450' south of the mid -block school
crosswalk for Painted Rock Elementary School. The VSF sign is mounted with a "25
mph when children are present" sign. There is not a sign for southbound traffic because
there is not a sight distance issue for southbound traffic approaching the school and due
to the school's close proximity to the controlled intersection at Martincoit Road and
Espola Road. Staff does not recommend additional VSF signs.
Level 2 measures implement a physical change to the roadway. These types of
measures are typically only implemented when roads are classified as residential and
when they meet certain other requirements. One of those requirements is that at least

15% of the traffic is driving more than 10 mph over the speed limit. During the most
recent speed survey there were no cars measured driving more than 10 mph over the
speed limit.
Another alternative option available to help calm traffic on Martincoit Road are rumble
strips which are surface mounted strips installed perpendicular to the direction of travel
and cause a tactile vibration and audible rumbling when driven over to alert drivers;
however, due to the noise that these strips can create and the proximity of adjacent
homes to the roadway, staff feels that while they may slow drivers, they would create a
significant noise nuisance.
Traffic Safety Committee:
At its meeting on February 26, 2014 the TSC voted unanimously to support staff's
recommendation to install an all -way stop control at the intersection of Martincoit Road
and Stone Canyon Road, with appropriate markings and advance warning signs.
Approximately 11 residents attended the TSC meeting. The residents were given an
opportunity to voice their opinions and concerns. Of the residents who chose to speak,
approximately half were in favor-of the stop sign and the other half were opposed. Staff
received 11 email messages; three in favor and eight opposed, prior to the TSC
meeting.
Resident Input:
Since the TSC meeting on February 26, 2014 staff has received two additional email
messages regarding the stop sign installation. One was in favor of the installation and
one was opposed.
Fiscal Impact:
There are sufficient funds available in account number 0407 -4330 for the estimated
$700 striping and legend costs, and in account number 0407 -4514 for the estimated
$6,000 signage costs.
Environmental Review:
The proposed installation of an all -way stop control at the intersection of Martincoit
Road and Stone Canyon Road is Categorically Exempt from the California
Environmental Quality Act (CEQA) as.a Class 1(c) Categorical Exemption, pursuant to'
Section 15301 of the 2014 CEQA Guidelines, in that the project includes installation of
an all -way stop control on existing City streets and that the installation of the control
involves no expansion of the existing use.
Public Notification:
On March 24, 2014 three public meeting notice signs were posted on Martincoit Road at
the subject intersection. Additionally, notices were mailed to residents living within a
500 foot radius from the intersection, 2,000 feet from the intersection along Martincoit

Road and Stone Canyon Road, all residents that signed the previously submitted
petitions, all residents that spoke at the December 3, 2013 City Council meeting, all the
residents who attended the TSC meeting, and all residents that emailed staff regarding
this matter. A Notice of City Council Meeting was also published in the Poway News
Chieftain.

RESOLUTION NO. 14-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY,
CALIFORNIA, ESTABLISHING AN ALL -WAY STOP CONTROL AT THE
INTERSECTION OF MARTINCOIT ROAD AND STONE CANYON ROAD
WHEREAS, Section 21100 of the California Vehicle Code permits local authorities
to adopt by resolution traffic control measures meeting the requirements set forth under
Section 21351 of the California Vehicle Code, and
WHEREAS, Section 21351 of the California Vehicle Code permits local authorities
to place and maintain such traffic signs upon streets and highways as may be necessary to
properly indicate and carry out the provisions of the local ordinances and to warn or guide
traffic; and
WHEREAS, Section 21354 of the California Vehicle Code permits local authorities
to designate any intersection under its exclusive jurisdiction as a stop intersection and
erect stop signs at one or more entrances thereto; and
WHEREAS, Section 10.24.020 of the City's Municipal Code permits installation of
stop signs where the City Council has determined that there is a special hazard to life and
property by reason of lack of visibility to the drivers of vehicles approaching such
intersection; and
WHEREAS, Resolution No. 05 -086, adopted bythe City Council on October4, 2005
sets the guidelines to determine a special hazard to life and. property condition in
accordance with Sections 213.05 "STOP Sign Applications" and 213.07 "Multi -way Stop
Applications" of the California Manual on Uniform Traffic Control Devices (MUTCD); and
WHEREAS, the City Council has determined that the intersection of Martincoit Road
and Stone Canyon Road qualifies for an all -way stop control due to lack of adequate sight
distance and the need to control vehicle conflicts in accordance with the guidelines set
forth in Section 2B.07 of the California MUTCD; and
WHEREAS, the City Council has determined that an all -way stop control and
appropriate markings should be established at the intersection of Martincoit Road and
Stone Canyon Road.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway
as follows:
Section 1: In accordance with said Section 21351 of the California Vehicle Code, an
all -way stop control with appropriate markings and advance warning signs shall be installed
at the intersection of Martincoit Road and Stone Canyon Road.
