SUBJECT: Request for Authorization to Initiate Negotiations
with Mayflower Contract Services, Inc. to Extend
Transit Service Agreement for Two Years
ABSTRACT
On August 13 , 1991, Deputy Mayor Bob Emery expressed concerns
about the condition of the interior of local buses. Under the
terms of the contract, the bus interior and windows are cleaned
daily. Graffiti and vandalism require the seat covers to be
replaced every two months. The buses are 1988 models and will no
longer be used when the contract expires on June 30, 1992 . The
contract allows two one year extensions if both parties can agree
on the new terms. Staff is recommending that the City Council
authorize the County to initiate negotiations immediately with
Mayflower Contract Services, Inc. , for an additional two year
period.
BACRGROUND
The City contracts with the County of San Diego to administer our
various transit services, which are funded through the City's
annual TDA Claim. Mayflower Contract Services, Inc. , was awarded
a contract to provide local transit services beginning July
1, 1989, and ending June 30, 1992 . Under this contract, Mayflower
operates three 25-passenger and five 20-passenger buses, and each
vehicle cannot exceed 175, 000 miles and remain in service.

FINDINGS
The contract with Mayflower allows two one year extensions if
agreeed upon by both parties. Staff is recommending that the
City Council authorize the County to initiate negotiations with
Mayflower to extend the contract for two years with the followinq
conditions:
• Vehicles are to utilize the most cost and fuel efficient
engines, which may be gasoline, diesel or natural gas.
• The vehicles are to be 1991 or 1992 models with interiors
designed to provide a maximum of seating comfort and also be
resistent to graffiti and vandalism. .
• The vehicles will be equipped with wheelchair lifts and all
seating is to have the option for seat belts.
If an agreement can be reached for the two year extension, the
various fuel efficient vehicles and cost alternatives will be
presented to the City Council for final approval.
Staff will continue to monitor the condition of the bus interiors
to ensure that graffiti is removed and vandalism damage is
repaired in a timely manner.

Not applicable.
RECOMMENDATION
It is recommended that the City Council authorize the County of
San Diego to begin negotiations immediately with Mayflower
Contract Services, Inc. to extend their local transit service
contract for two years.
