During the City's annual midyear update to its financial plan, which includes the water enterprise fund, staff considered variations in water consumption to allow for a range of outcomes. For the current year, we used a moderately conservative water volume projection. Accordingly,the impacts on revenue from conservation efforts are not expected to require an immediate change to the financial plan for water operations. Additionally, as you would have surmised, we would also expect conservation efforts to result in some savings to be realized, due to reduced raw water purchases and other pass-through costs. You are correct, the Governor is asking for a goal of 10% reduction of current usage. I have cc'd Scott Edwards, Director of Administrative Services, to refer your monetary impact question to his group's expertise. I appreciate your point on the voluntary request conflicting with the use of the word "shall." Although the recommended water use efficiency measures are worded firmly, especially the use of"shall" that you have noted, they are indeed voluntary. You are also correct that the Met and SDCWA turf replacement programs do require that the lawn being replaced is alive. Although not finalized yet, it is likely that the City of Poway's rebate program(s) will piggyback on existing Met and/or SDCWA programs and their criteria to make the requirements as simply understood for our customers as possible, enhance rebate opportunities for our residents and ensure the most efficient administrative process possible. The measures would become mandatory should a level 2 or higher be declared. I have a couple of questions. This is a 10% reduction of our current usage, not 10% from some other baseline? What monetary impact would this have on the dollars that Poway collects from our water usage? I realize that the base fees (meter charges, etc) would stay the same, but less water used would result in less money collected. On p 4 of 6, item 15, I'm confused with the wording. This is a "voluntary" request for reducing water usage, but the use of the word "shall" implies that having a pool cover is mandatory for Level 1. "A cover shall be installed on all single-family residential pools and spas." Is the intent to force everyone to install pool covers in this call for voluntary reduction of water, or is it just suggested to install a pool cover until a Level 2 or higher is called? The documents I work with usually reserve the word "shall" for something that is mandatory, and use "will" or "should" for suggestions or goals. As an aside, my current plans are to replace my front lawn with crushed rock and low-water usage plants so any additional and quick rebates for City residents would be great. I hate watering my lawn while putting together a detailed plan to submit for rebate approval, if the lawn is dead it doesn't seem to qualify according to the pictures posted on-line about the rebates. Regarding the placement of a "all-way" stop at the corner of Stone Canyon Road and Martincot Road, I am favor of just adding a stop sign for the northbound traffic of Martincot (So the people living • southeast of this intersection would be impacted). Why do I think only this sign is needed? It's due to the speed of the traffic coming from this southeast portion of Martincot. My daughter attends Painted Rock, in fact, my son attended there too, so we've been dealing with this intersection for over 12 years. We use Stone Canyon to access the school. Quite often, you have people coming from that southeast section that will cut the intersection sharp. If you are coming up to Martincot from Stone Canyon,you end up slamming your brakes on to avoid getting hit.You also have the speed of the vehicles coming from the southeast section of Martincot.They tend to go fast and you have to take your chances making that left from Stone Canyon to north bound Martincot. If you don't install a stop sign here,what about speed bumps on that south east section of Martincot to lower the speed of the drivers coming from that area of Green Valley(BTW, I'm not a fan of speed bumps, but something needs to be done to control the speed of these drivers coming from the aforementioned southeast section of Martincot)? On the other side,traffic going southbound on Martincot that are either going straight or turning right on Stone Canyon,tend to be conservative drivers. Maybe it's because they can't get enough speed to really get moving fast. On a side note, if safety is that important, what about a high profile deputy sheriff at Painted Rock in the morning and afternoon to control the illegal traffic there? People that make U-turns in front of the school, people that like to park in the red to wait for their kids, thus making cars coming out of the lots swinging wide, cars that decide to park in the yellow zone for long periods of time-attended and unattended vehicles. Having been a Law Enforcement officer, I can tell you that what the few drivers are doing illegally will someday hurt a child.They have already caused accidents. And finally,the City Council is supposed to talk about voluntary water conservation for the city. Several things here- 1) Maderas Golf Course. How can you expect the public to conserve when you allowed Maderas to Mrestart their pumping after they had already broken stipulations in their previous agreement 0) with the City? Do you realize what the majority vote told the citizens of Poway? z• 2) Remember the 5 tier water rate that the Council paid a consultant to come up with then due to pressure from the landowners of large acreages in Green Valley, Council decided that system 1,1 wasn't fair to all. Why didn't the Council come up with that prior to bringing in, what I considered to be a fair system,the 5 tier system? I have brought this up before, so what is really needed is a citizen's advisory committee to work out a fair policy for all.
