ACTION: APPROVED 5/0 1.2 Ratification/Approval of Warrant Registers for the periods of February 17 through February 21, 2014 and February 24 through February 28, 2014. ACTION: APPROVED 5/0 1.3 Approval of the March 15 and 16, 2014 Special City Council Meeting Minutes and the March 18, 2014 Regular City Council Meeting Minutes. ACTION: APPROVED 5/0 1.4 Award of Contract to Cyber Professional Solutions Corp., the lowest responsible bidder for the Fire Station 2 Kitchen Remodel Project in the amount of $29,623.00; Bid No. 14-011. ACTION: APPROVED 5/0 1.5 Award of Contract to AToM Engineering Construction, Inc., for the Directional Sign Replacement on Scripps Poway Parkway in the amount of $10,398.00; RFB No. 14-012. ACTION: APPROVED 5/0 1.6 Acceptance of the Reservoir Safety Modifications Project, Bid No. 14-005, from AToM Engineering Construction, Inc., as complete; Authorize the City Clerk to file and record the Notice of Completion; Authorize the release of the retention in the amount of $3,609.34, if unencumbered, 45 days after City Council acceptance; Release the Bond for Material and Labor in the amount of $70,398.00 and retain the Bond for Faithful Performance for a period of one year. ACTION: APPROVED 5/0 2. ORDINANCE (Ordinance(s) that do not require a Public Hearing) 2.1 None. (See Item 3.2) 3. PUBLIC HEARING 3.1 Approval of a Resolution entitled, “A Resolution of the City Council of the City of Poway, California, Approving a 2% Increase in the Regional Transportation Congestion Improvement Program (RTCIP) Traffic Mitigation Fee for Fiscal Year 2014/2015, as required by the TransNet Ordinance.” City Manager’s Recommendation: Take public input; close the public hearing and adopt the Resolution approving a 2% Increase in the RTCIP Traffic Mitigation Fee for residential dwelling units from $2,209 to $2,254 for Fiscal Year 2014/2015, as required by the TransNet Ordinance, starting July 1, 2014. ACTION: Council adopted Resolution No. 14-009. 5/0 City of Poway – City Council Agenda – April 1, 2014 Page 3 3.2 Adoption of an Ordinance amending Chapter 9.48 of the Poway Municipal Code, Regarding Community Services Department Facility Use Rules and Regulations. City Manager’s Recommendation: Take public input; close the public hearing and introduce and hold the first reading of an Ordinance Amending Sections 9.48.130, 9.48.270, and 9.48.310 of Chapter 9.48 of the Poway Municipal Code to update provisions relating to fire hazards, consumption of alcoholic beverages, and exclusion from a Community Services facility, and schedule the second reading by title only for the April 15, 2014, City Council Meeting. ACTION: Council introduced Ordinance No. 769. 5/0 3.3 Approval of a Resolution entitled, “A Resolution of the City Council of the City of Poway, California, Declaring a Level 1 Water Shortage Watch per Poway Municipal Code Chapter 8.94 – Water Conservation Plan.” City Manager’s Recommendation: Take public input; close the public hearing and adopt a Resolution Declaring Level 1 Water Shortage Watch, consistent with Chapter 8.94 – Water Conservation Plan of the Poway Municipal Code, urging all customers to use water wisely and practice identified water conservation measures to ensure water is not wasted and establish a Water Conservation Rebate Program. ACTION: Council adopted Resolution No. 14-010. 5/0 4. STAFF REPORT 4.1 Adoption of a Resolution approving an All-Way Stop Control at the intersection of Martincoit Road and Stone Canyon Road. City Manager’s Recommendation: It is recommended that the City Council adopt the Resolution entitled, “A Resolution of the City Council of the City of Poway, California, Establishing an All-Way Stop Control at the intersection of Martincoit Road and Stone Canyon Road.” ACTION: The motion by Councilmember Vaus, Seconded by Deputy Mayor Grosch to adopt the Resolution approving the City Manager’s recommendation failed due to lack of support. 2/3 Vote: Ayes = Vaus, Grosch Noes = Cunningham, Mullin and Higginson 5. MAYOR AND CITY COUNCIL-INITIATED ITEMS JIM CUNNINGHAM 8.1 “Hike, Bike and Ride across Poway” - (verbal report). 8.2 Habitat for Heroes ACTION: Council concurred to direct staff to pursue further discussions and negotiations with Habitat for Humanity and CalVet to evaluate the feasibility of developing affordable housing for veterans in the Poway community.
