SUBJECT: Appointment of a Representative to the Board of Directors
for the San Diego County Water Authority
Summary:
The attached Resolution appoints Mark Weston to the Board of Directors for the San
Diego County Water Authority.
Recommended Action:
It is recommended that the City Council approve the attached Resolution appointing
Mark Weston as the City of Poway's representative to the San Diego County Water
Authority Board of Directors for a six -year term.
Background:
The San Diego County Water Authority is an independent public agency that serves as
San Diego County's regional water wholesaler. The Water Authority is made up of 24
member agencies. Each agency appoints a representative to serve on the Water
Authority's Board of Directors. The Board of Directors determines policies for the Water
Authority; these policies are carried out by Water Authority staff. As a member agency,
Poway appoints a representative to the Board for a six -year term.
Findings:
Former Poway City Manager James L. Bowersox served as Poway's representative on
the San Diego Water Authority for 13 years from 1998 until 2011. Following Mr.
Bowersox's retirement from the Board, Mr. Weston expressed an interest in serving the
remainder of Bowersox's six -year term as Poway's representative to the Water
Authority. On December 8, 2011, the City Council appointed Mark Weston to the
Board. His term expires on April 22, 2014.
Mark Weston is a Poway resident and worked for the City of Poway from 1988 through
1998, ultimately serving as its Director of Engineering. Mr. Weston has nearly 40 years
of experience in the field of water management and is well educated on water issues
faced by Poway and the region. Further, Mr. Weston was General Manager for the
Helix Water District until his retirement in December 2011.

RESOLUTION NO. 14-
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA,
APPOINTING MARK WESTON AS ITS REPRESENTATIVE
TO THE BOARD OF DIRECTORS OF THE
SAN DIEGO COUNTY WATER AUTHORITY
WHEREAS, Don Higginson, Mayor of the City of Poway, has designated and
appointed Mark Weston to serve as the representative on the Board of Directors of the
San Diego County Water Authority; and
WHEREAS, the City Council approves said designation and appointment.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway
as follows:
Section 1: The designation and appointment of Mark Weston as Poway's
representative to the San Diego County Water Authority Board of Directors is hereby
approved beginning April 15, 2014.
PASSED, ADOPTED AND APPROVED by the City Council of the City of Poway
at a regular meeting this 15th day of April 2014.

The San Diego County Water Authority records indicate the term of office for
Mark Weston, as your representative on the Water Authority's Board, will expire
on April 22, 2014.
Under the terms of the County Water- Authority Act, members of the Board of Directors
hold office for a term of six years, and until their successors are appointed and qualified.
The new term of your representative's appointment to the Water Authority Board
