Public Hearing to Gather Input on the Content of a Draft
Environmental Impact Report (EIR) to be Prepared Concerning the
Closlng of Carriage Road between Starridge Road and Saddlewood
Drive

BACKGROUND
City staff has previously met with the residents from Carriage Road, between
Poway Road and Starridge Road, to discuss traffic issues associated with the
newly constructed section of Carriage Road that leads north into Rancho
Arbolitos. The residents expressed concerns regarding speed and traffic volumes
associated with this link between poway Road and Twin Peaks Road. A related
concern is the recreational use of the expanded width of the painted center
median in Carriage Road by children.
Residents in the area have requested that Carriage Road not be a through street;
staff has determined that an EIR must be completed before council can consider
the option of not completing the connection. This hearing is to determine
whether all potential impacts have been identified prior to initiation of pre-
paration of the EIR.
DISCUSSION
The City's adopted procedures to implement CEQA with regard to the EIR process
read, in part, as follows:
SECTION 7: ENVIRONMENTAL IMPACT REPORT PROCEDURE
An Environmental Impact Report (EIR) is a detailed statement prepared under
CEQA describing and analyzing the significant environmental effects of a
project and discussing ways to mitigated or avoid the effects. An EIR is

prepared for a project if the lead agency determines that there is substan-
tial evidence that any aspect of the project, either individually or cumula-
tively, may cause a significant effect on the environment, regardless of
whether the overall effect of the project is adverse or beneficial.
7.1 Determination that an EIR is Required: After reviewing the Initial
Study and the recommendation of the Director, the City Council may
determine that an EIR is required. If this determination is made, a
public hearing shall be scheduled to obtain public comment prior to
preparation of the EIR and to define the scope and content of the
environmental document. A notice of "Intent to Prepare an EIR" shall
be placed in a newspaper of general circulation, and such notification
shall be sent to property owners within a 500-foot radius of the pro-
ject site prior to the public hearing.
7.2 Notice of Preparation: Immediately after the City Council decision
that an Environmental Impact Report is required for a project, the
Di rector shall send to each respons i b 1 e agency, by cert i fi ed mail as
per Section 15082(3), a Notice of Preparation statin9 that an EIR will
be prepared.
PROJECT DESCRIPTION
The subject proposal involves closing of Carriage Road between Starridge Road
and Saddlewood Drive as shown in Attachment 1. Although the roadway leading
into Rancho Arbolitos has already been constructed, the proposed project would
cul-de-sac each end of Carriage Road where it intersects with Starridge Road
before the roadway could be opened to public traffic. Under this proposal,
residents in Rancho Arbolitos, including the Palisades and parkside Phases,
would be required to enter and exit their neighborhood via Twin Peaks Road,
Pequot Drive, or Celestial Road. Conversely, the residents on the southerly
section of Carriage Road would continue to enter/exit their subdivision via
Poway Road and would have no direct access to Twin Peaks Road. Carriage Road,
south of Starridge Road, is designed to a secondary roadway classification which
currently consists of an 84 foot right-of-way with an improved width of 64 feet.
To the north of Starridge Road, Carriage Road has been built to local collector
standards with a 60 foot right-of-way and 40 foot improved width. Neither sec-
tion is identified in the Poway Comprehensive Plan as a circulation element
roadway.

ENVIRONMENTAL REVIEW
Based on the above description, staff conducted an Environmental Initial Study
to determine if any significant adverse environmental impacts would occur as a
result of the proposed road closure. Staff has also reviewed the Poway
Comprehensive Plan and the Rancho Arbolitos Environmental Impact Report to
determine the consistency of the proposed projects with the goals, policies,
objectives, and findings of these documents.
The preliminary initial study identified the following areas of potential
environmental impacts:
o Transportation
o Land Use Considerations
o Public Services - Police/Fire/Parks
o Noise
The purpose of this hearing is to identify any additional areas of potential
impacts not listed above.
One of the principle goals of the EIR process is to identify all potential
adverse significant environmental impacts which could result from the construc-
tion of the proposed facility. The EIR will also identify the potential mitiga-
tion measures that could reduce the potential impacts to a level of
insignificance. It is important to note that all mitigation measures would be
incorporated into the conditions of approval for any development application
proposed for the property.
Staff is currently preparing a Request for proposal (RFP) to obtain proposals
from qualified environmental consultant firms for the preparation of the EIR.
Once selected, the consultant will be directly under contract with the City to
prepare the document and finalize it for Council's consideration and certifica-
tion.

CORRESPONDENCE
Notice of the public hearing has been published in the Poway News Chieftain, and
mailed notice was sent to owners of property located within the proposal area
and to owners of property located within 500 feet of the proposal area boundary.
RECOMMENDATION
It is recommended that the City Council hold the public hearing to obtain public
comment on the scope and content of the EIR, close the hearing, and direct staff
to send out the Notice of Preparation.
